About social support aged and persons with disability, and also further development of system of the Centers of social support and system of houses boarding schools Muruvvat

In recent years in the country large-scale work on forming of effective system of the state support of the segments of the population needing social protection is carried out.

In particular, for the last four years in 27 medico-social organizations works on construction and reconstruction on 267,2 of one billion sum are performed and 1 327 beds conforming to modern requirements are created.

The number aged and persons with disability which underwent improvement in sanatoria reached 43 thousand people and increased by 20 percent, the list free of charge issued lonely, needing assistance aged and to persons with disability of main products of food and means of hygiene extended from 15 to 19 names, types of the prosthetic and orthopedic products and technical means of rehabilitation which are free of charge issued to persons with disability - from 22 to 27 units.

Measures of medico-social resettlement and psychological support of 1 024 victims of human trafficking are taken.

At the same time availability of shortcomings and problems of activities of organizations for rendering medico-social services interferes with effective solution of the tasks directed to further enhancement of system of the government public assistance given aged and to persons with disability. In particular:

the first, the system of effective management of rendering medico-social services to persons taken on the state care in houses boarding schools Sakhovat and Muruvvat is insufficiently created;

the second, quality of prevention of disability and service of medico-social resettlement does not reach required level;

third, number of problems in condition of material and technical resources of medico-social organizations regarding creating favorable conditions aged and to persons with disability remains;

the fourth, does not meet the modern requirements system of material stimulation of workers in medico-social organizations;

the fifth, spiritual and educational and cultural actions in medico-social organizations are not organized on system basis;

the sixth, not up to standard quality of measures of medico-social resettlement and psychological support of the victims of human trafficking.

For the purpose of further enhancement of system of the state social support aged and persons with disability, implementations of new approaches in realization of modern mechanisms of social protection and the medico-public assistance:

1. Form Agency on development of medico-social services of the Republic of Uzbekistan (further - the Agency) and its territorial subdivisions based on the Agency of medico-social services under the Ministry of Health of the Republic of Uzbekistan and its territorial subdivisions.

4. Determine that:

a) ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 27.12.2023 No. UP-216

b) the main objectives of the Centers of social support and houses boarding schools Muruvvat are:

rendering social services, improvement and support, creating favorable conditions for obtaining aged and persons with disability of the high-quality medico-public assistance;

providing social legal protection aged and persons with disability;

social adaptation, training in professions of persons with disability, including children, proceeding from their interests;

rendering primary medical care, carrying out medical examination two times a year with involvement of highly qualified specialists of health care system, the organization of planned improvement in sanatoria and treatments in specialized hospitals aged and persons with disability;

providing aged and persons with disability prosthetic and orthopedic products, technical means of rehabilitation (hearing aids, wheelchairs, canes, crutches, devices for walking), personal hygiene means;

continuous improvement of the medico-social services rendered aged and to persons with disability;

ensuring active participation aged and persons with disability in cultural life by means of the organization of spiritual and educational and cultural actions, including concert programs;

the organization of visits of sights and places of pilgrimage of the country aged and persons with disability;

education at youth of feeling of respect to aged by means of holding cultural and educational actions with participation of educational institutions and non-state non-profit organizations;

c) the main objectives of the Republican rehabilitation center for assistance to the victims of human trafficking are:

creation of conditions for favorable accommodation and personal hygiene, ensuring with food, medicines and products of medical appointment of the victims of human trafficking;

studying and implementation in practice of the advanced techniques of the foreign states in the sphere of social adaptation of the victims of human trafficking;

rendering assistance in training in professions and ensuring employment of the victims of human trafficking proceeding from their interests;

the organization of large-scale precautionary scheduled maintenance together with non-state non-profit organizations and mass media;

rendering assistance in social resettlement of the victims of human trafficking.

5. Approve:

"Road map" on enhancement of the medico-social services rendered by the state, providing medico-social resettlement improvement of quality, the organization on system basis of spiritual and educational and cultural actions, attraction of private sector to system of rendering medico-social services on the terms of outsourcing, advanced training and professional skill and enhancement of system of material stimulation of workers of system of rendering medico-social services according to appendix No. 1 *;

The "road map" on strengthening of material and technical resources of medico-social organizations providing carrying out in 35 organizations of works on construction and to reconstruction on 428 billion sum, to equipment by furniture and the equipment - on 40 billion sum, the organization, and also carrying out improvement and greening works, according to appendix No. 2*.

Confer the personal responsibility on heads of the Agency, the ministries and departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent for timely and high-quality accomplishment of the tasks determined in "road maps".
