Based on part two of subitem 1.3 of Item 1, 2, of the paragraph of third Item 6 of the Presidential decree of the Republic of Belarus of September 25, 2023 No. 297 "About the state accounting and operation of civil unmanned aerial vehicles" the Council of Ministers of the Republic of Belarus DECIDES: Item parts two

1. Approve:

The regulations on approval procedure on import of civil unmanned aerial vehicles and model aircrafts to the Republic of Belarus (are applied);

The regulations on monitoring procedure of the international mailings and goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union (are applied);

The regulations on procedure and conditions of transfer on storage of civil unmanned aerial vehicles and model aircrafts, about alienation by physical persons of civil unmanned aerial vehicles and model aircrafts (are applied).

2. Determine that:

2.1. the republican unitary enterprise of mail service "BELPOChTA" (further – RUP "BELPOChTA") places the single automated system of accounting and data storage about movement of mailings of the national operator of mail service (further, unless otherwise specified, – system of accounting and data storage) on resources of republican data-processing center or republican platform;

2.2. persons *, the performing delivery and (or) delivery ** the goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union (further for the purposes of this subitem – persons performing delivery and (or) delivery of goods), shall transfer the data specified in item 4 of the Regulations on monitoring procedure of the international mailings and goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union approved by this resolution (further, unless otherwise specified, – data on goods), to system of accounting and data storage to the goods delivery to venues of control.

RUP "BELPOChTA" performs registration of data on goods in system of accounting and data storage on paid basis. The rate for service in registration of data on goods is established by RUP "BELPOChTA" according to the legislation on pricing.

In case of registration of data on goods in system of accounting and data storage the unique registration number created by system of accounting and data storage which goes to the person performing delivery and (or) delivery of goods is assigned to them.

Data on goods with the unique registration number assigned to them by means of system of accounting and data storage are transferred to information system of customs authorities in time mode which is brought closer to real;

* Persons performing delivery and (or) delivery of the goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union in this resolution are understood as the legal entities and individual entrepreneurs who are engaged in transportation of goods, express carriers, the organizations (person) performing and (or) organizing remote trade (Internet platforms) to physical persons.

** Delivery of the goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union in this resolution is understood as their issue to physical persons based on one of the documents specified in Item 147 of Rules of rendering the services of mail service public approved by the resolution of Council of Ministers of the Republic of Belarus of September 7, 2004 No. 1111.

2.3. persons performing delivery of the goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union (except for the organizations (persons) performing and (or) organizing remote trade (Internet platforms) perform delivery of goods based on one of the documents specified in Item 147 of Rules of rendering services of mail service public and enter information on this document (document type and its number (in the presence), surname, own name, middle name (if that is available), the postal address) in system of accounting and data storage in time mode which is brought closer to real;

2.4. delivery of the goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union is made through network of the national operator of mail service if persons performing delivery of goods are not capable to perform the requirements containing in subitem 2.3 of Item 2 of this resolution;

2.5. RUP "BELPOChTA" represents the data specified in item 4 of the Regulations on monitoring procedure of the international mailings and goods following to the physical persons imported (imported) in Republic of Belarus with territory state members of the Eurasian Economic Union approved by this resolution with number assigned to them according to the list about the international mailings from information system RUP "BELPOChTA" electronically into information system of customs authorities in time mode which is brought closer to real;

2.6. The Ministry of Communications and Informatization and the State Customs Committee determine the specifications of information exchange of system of accounting and data storage and information system RUP "BELPOChTA" with information system of customs authorities applied at the same time information measures of protection, and also structure and format of the transmitted data.

3. Create RUP "BELPOChTA":

the first priority of system of accounting and data storage about movement and delivery of internal mailings;

till January 1, 2025 second priority of system of accounting and data storage for registration of data on goods and data on the documents specified in Item 147 of Rules of rendering services of mail service public and to integrate it with information system of customs authorities.

4. To the State Customs Committee till January 1, 2025 to perform:

completion of information system of customs authorities for the purposes of this resolution;

integration of information system of customs authorities with system of accounting and data storage.

5. This resolution becomes effective since December 28, 2023.
