1) observance of the Constitution and laws of the Kyrgyz Republic;
2) respect for moral and ethical principles in work, public work and in life;
3) fair execution of job responsibilities;
4) availability of such qualities, as patriotism, decency, openness, dedication, tolerance, call of duty, impartiality;
5) observance of standards of social and political life and professional ethics.
48. The social status "of zhetekcha" is given by Narktuu to the head of structural, subordinated and territorial subdivision of state body and local government body in case of:
1) observance of the Constitution and laws of the Kyrgyz Republic;
2) fair execution of job responsibilities;
3) respect for moral and ethical principles in work, public work and in life;
