About approval of the Code of ethics of the government civil servants and local government officers of the Kyrgyz Republic
For the purpose of ensuring compliance by employees with state bodies and local government bodies of regulations of ethics, being guided by article 71 of the Constitution of the Kyrgyz Republic, article 32 of the Law of the Kyrgyz Republic "About the public civil service and municipal service", I decide:
1. Approve the Code of ethics of the government civil servants and local government officers of the Kyrgyz Republic according to appendix.
2. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
3. This Decree becomes effective after seven days from the date of official publication.

to the Presidential decree of the Kyrgyz Republic of May 31, 2022 No. 171
1. The code of ethics of the government civil servants and local government officers of the Kyrgyz Republic (further - the Code of ethics) is drafted according to the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic regulating questions on anti-corruption, the public and municipal service and also based on the conventional ethical principles and regulations of society.
2. The code of ethics extends to employees of the public civil service and municipal service, and also to persons temporarily replacement the absent employees of state body and local government body (further - employees).
3. Ethics of the employee are system of the regulations establishing and regulating rules of conduct of the employee. Respect for ethics is obligation of each employee.
4. The employee shall observe the following principles of ethics:
1) always to behave so that to create, keep and strengthen belief of citizens in honesty, impartiality and efficiency of activities of state bodies, local government bodies;
2) not to allow use of official position for achievement of selfish interests and illegal enrichment;
3) to be polite, correct, patient, basic, to aim to understand thoroughly being of question, to be able to listen to the interlocutor and to understand its line item;
4) to take the measures provided by the Code of ethics in case of detection of the facts of violation of regulations of ethics from other employees;
5) not to force the subordinate to make illegal decisions or to make illegal actions;
6) not to allow conflict of interest in the activities;
7) it is fair to fulfill service duties;
8) with respect to treat customs and traditions;
9) not to allow illegal influence or impact from someone, including other officials, irrespective of the position held by them and provision, on the office activities;
10) to bear moral and moral responsibility before the state and society.
5. The head of state body, local government body shall take all measures to prevention and suppression of violations of the principles of ethics from subordinate employees.
6. Respect for the principles and regulations of ethics by the employee is the compulsory provision when passing of service by it.
7. Anti-corruption standards - the provisions established for employees, stipulated by the legislation the Kyrgyz Republic in the sphere of anti-corruption, expressed as prohibitions, restrictions, requirements, following to which assumes forming of steady anti-corruption behavior of employees for the prevention of corruption.
8. The employee shall respect the following rules of ethics and office behavior:
1) to be guided by the Constitution of the Kyrgyz Republic, the laws and regulatory legal acts, and also international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic;
2) it is fair to fulfill service duties, to aim to perform them at the high professional level;
3) to show respect and tolerance to customs and traditions of the people of Kyrgyzstan, to consider cultural and other features of various ethnic, social groups and faiths, to promote interethnic and interfaith concord;
4) to observe rights and freedoms of man and citizen, to show correctness and attentiveness in the treatment of citizens and officials;
5) not to be beyond ex-officio full powers;
6) not to allow prevalence of private and party interests over interests of society and the state;
7) to aim at increase in the authority of the state, not to condemn publicly higher management and the policy pursued by the state;
8) not to allow concerning management of manifestations of personal commitment of availability of nepotism, association and tribal accessory, aspiration to receipt of benefits and benefits at the expense of official opportunities;
9) without delay to inform management and relevant organs on the facts of violation of the law which became to it known in the sphere of conflict of interest;
10) not to decline and not to encourage other persons on making of corruption offenses;
11) to abstain from the address to colleagues and heads with the illegal requests breaking established procedure of relations which can exert impact on adoption of the impartial office decision by them;
12) to abstain from representation or lobbying of interests of the third parties, and equally in making of actions from their name.
9. In office behavior the employee needs to proceed from the constitutional regulations that the person, its rights and freedoms are the supreme value and each citizen has the right to personal privacy, personal and family secret, protection of honor, advantage, the reputation.
10. In office behavior the employee shall abstain from:
1) any kind of statements and actions of discrimination nature on the bases of sex, age, race, nationality, language, nationality, social, property or marital status, political or religious preferences of the person;
2) roughnesses, manifestations of scornful tone, arrogance, prejudiced notes, presentation of illegal, undeserved accusations;
3) threats, the abusive terms or remarks, actions interfering normal communication or provoking delinquent behavior;
4) smoking in buildings and rooms.
11. Employees shall be polite, benevolent, correct, attentive and show tolerance in communication with citizens and colleagues.
