About additional measures for ensuring compliance with traffic regulations

For the purpose of ensuring unconditional observance of traffic regulations in the territory of the Republic of Uzbekistan and inevitability of responsibility for such types of offenses, and also further strengthening of control of strict observance of the traffic regulations DECIDES: Cabinet of Ministers
1. Implement the mechanism of collection by customs authorities of the corresponding penalties from drivers of the foreign vehicles or other persons who violated traffic regulations in the territory of the Republic of Uzbekistan when exporting these vehicles from the republic territory, based on the information provided by law-enforcement bodies in the online mode.
Determine that the rules provided by this Item are not applied in the relation:
vehicles of the diplomatic representations and consular establishments of the foreign states, and also the organizations equated to them accredited in the Republic of Uzbekistan;
vehicles of the foreign official delegations which temporarily drove or following en route through the territory of the Republic of Uzbekistan.
3. To the State Customs Committee together with the Ministry of Internal Affairs to integrate the special automated database of photo and video fixing of the Ministry of Internal Affairs with the database of the State Customs Committee of the Republic of Uzbekistan for the purpose of identification in real time when crossing customs border of road traffic offenses in the territory of the Republic of Uzbekistan the foreign vehicles which are temporarily staying in the territory of the Republic of Uzbekistan and the following en route through the republic territory in a month.
4. To the State Customs Committee of the Republic of Uzbekistan:
take measures for collection of unpaid penalties from drivers of the foreign vehicles or other persons who violated traffic regulations when exporting these vehicles from the republic territory;
equip boundary customs posts with modern cameras, including "System of recognition of numbers of vehicles" and the software, and also to determine the relevant activities for updating of these technical means, ensuring continuous work of information systems.
5. In Special fund of financial support, social protection, development of customs authorities and contingencies of the State Customs Committee are subject to transfer of 50 percent from the amount of the penalties collected by customs authorities from drivers of the foreign vehicles which violated traffic regulations, sent to off-budget fund of the Ministry of Internal Affairs of the Republic of Uzbekistan.
6. Approve Regulations on procedure for collection of penalties from drivers of the foreign vehicles which violated traffic regulations in the territory of the Republic of Uzbekistan according to appendix No. 1.
7. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.
8. To the State Customs Committee together with the Ministry of Internal Affairs, the Ministry of Finance of the Republic of Uzbekistan and other interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan on financial and economic questions and reducing poverty - the Minister of Economic Development and reducing poverty of Kuchkarov D. A., Minister of Internal Affairs of the Republic of Uzbekistan Babadzhanov P. R. and chairman of the State Customs Committee of the Republic of Uzbekistan Azimov M. B.
