No. 208-216, 377) and Item d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Approve the Concept of the information system "State Register Potentially Hazardous Production Facilities and Technical Installations" it (is applied).

2. Before commissioning of the information system "State Register Potentially Hazardous Production Facilities and Technical Installations" to the Ministry of Economic Development and digitalization to develop and submit to the Government for approval Regulations on procedure for maintaining the State register potentially of hazardous production facilities and technical installations.

3. To impose control of execution of this resolution on the Ministry of Economic Development and digitalizations.

4. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Concept of the information system "State Register Potentially Hazardous Production Facilities and Technical Installations"

Chapter I Introduction

The law No. 116/2012 on industrial safety of hazardous production facilities obliged to register hazardous production facilities (further - OPO), having established in general that they are subject to state registration in the State register of hazardous production facilities (further - the Register) the administrative authority exercising the state technical supervision in the field of industrial safety in case of the obligatory notification business entity.

However the Law No. 116/2012 on industrial safety of hazardous production facilities did not set accurate legal and procedural operation mode of the Register, its structure, procedure for maintaining and the status of information containing in it is not determined. At last, it is necessary to consider that the existing Register model strategically does not correspond to the tendencies and obligations imposed by program documents and vector of development of public management. In this regard it is necessary to provide effective management, including due to development of infrastructure of electronic control, development and active implementation of the advanced technologies allowing to increase transparency, integrity and traceability of activities of bodies of the public power and management.

Creation of the information system "State Register Potentially Hazardous Production Facilities and Technical Installations" (further - the IC GRPOPOTA) will allow to realize the new concept of information exchange and accounting by creation of the database created in the form of the complex directory in which it is interconnected, based on codings the objects, installations, technical and production personnel, the specialized centers of training accredited and the registered bodies of inspectorate, accredited and acknowledged bodies of certification of personnel, the accompanying objects - buildings, vehicles, etc., the events happening to all this join (and are archived).

The database will be created on platform of automated information system with Internet access.

The rules concerning information transfer method in the IC GRPOPOTA from the participating persons are entered to the project.
