1. Approve Regulations on procedure for registration of departure for permanent residence outside the Republic of Belarus to citizens of the Republic of Belarus it (is applied).

1. This Provision determines procedure for consideration by divisions by nationality and migration of law-enforcement bodies at the place of residence of citizens (further – divisions on nationality and migration) petitions from citizens of the Republic of Belarus (further – citizens) about registration of departure for permanent residence outside the Republic of Belarus.
2. The statement for registration of departure for permanent residence outside the Republic of Belarus and other documents provided in subitems 11.4.1 and 11.4.2 of Item 11.4 of the list of the ministerial procedures performed by state bodies and other organizations for petitions from citizens, No. 200 approved by the Presidential decree of the Republic of Belarus of April 26, 2010 (further – the list of ministerial procedures), move in division on nationality and migration.
3. For registration of departure for permanent residence outside the Republic of Belarus:
the citizen who reached 18-year age or acquired capacity to act in full according to the legislation personally submits the application for registration of departure for permanent residence outside the Republic of Belarus in form according to appendix 1 (further, unless otherwise specified, – the statement) and submits other documents provided in subitem 11.4.1 of Item 11.4 of the list of ministerial procedures;
the legal representative submits the application and submits other documents concerning minor citizens provided in subitem 11.4.2 of Item 11.4 of the list of ministerial procedures.
4. In case of documents acceptance, the ministerial procedures specified in subitems 11.4.1 and 11.4.2 of Item 11.4 of the list, the employee (worker) of division on nationality and migration authorized according to job responsibilities on implementation of documents acceptance for registration of departure for permanent residence outside the Republic of Belarus (further – the authorized person):
identifies the citizen's personality (his legal representative) according to the passport of the citizen of the Republic of Belarus or the ID card of the citizen of the Republic of Belarus and the biometric passport of the citizen of the Republic of Belarus and (or) other documents;
verifies specified by the citizen (his legal representative) of the information about themselves with the shown documents, warns the citizen that submission of false data or false documents can form the basis for refusal in consideration of its statement;
