ORDER OF THE MINISTER OF THE INDUSTRY AND INFRASTRUCTURE DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN

About introduction of amendments to the order of the Minister of investments and development of the Republic of Kazakhstan of June 14, 2017 No. 345 "About approval of Rules of meteorological ensuring civil aviation"

I ORDER:

1. Bring in the order of the Minister of investments and development of the Republic of Kazakhstan of June 14, 2017 No. 345 "About approval of Rules of meteorological ensuring civil aviation" (it is registered in the Register of state registration of regulatory legal acts for No. 15358) the following changes:

in the Rules of meteorological ensuring civil aviation approved by the specified order:

be reworded as follows Item 87:

"87. The average direction and average speed of ground wind and considerable changes of the direction and speed of wind are measured, data are reported in true degrees and m/s or nodes.

Data on instant ground wind are available to not certified airfields to pilots on demand.";

be reworded as follows Item 95:

"95. In the presence of the corresponding equipment regular and special reports join the data on wind received from point where the speed of wind is more.";

be reworded as follows appendix 3 according to appendix to this order.

2. To provide to committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 3

to Rules of meteorological ensuring civil aviation

Meteorological equipment of airfields and helidromes

Chapter 1. Meteorological equipment of airfields

Paragraph 1. Structure and placement of the meteorological equipment in airfield

1. The meteorological equipment is the technical means intended for measurement of the meteorological sizes necessary for safety of take off and landing of aircrafts.

2. The minimum structure of the meteorological equipment of the runway (directions) of landing approach on devices and not equipped runways for airfields with specification symbol 1, of 2, of 3, of 4 (classes A, B, B, G, D and E) corresponds to table 1 to this appendix, and the runway (directions) of exact landing approach on category I, II and III (A, In) corresponds to table 2 to this Appendix.

3. On devices and not equipped runways join in structure of the meteorological equipment for the runway (directions) of landing approach:

1) visibility gages (boards reference points and/or other reference points of visibility are allowed);

2) remote measuring instruments of height of the lower bound of clouds for the directions of landing approach on devices or measuring instruments of height of the lower bound of clouds (vertical visibility) for the directions of landing approach on not equipped runways (directions);

3) measuring instruments of parameters of wind;

4) measuring instruments of atmospheric pressure;

5) temperature measuring instruments;

6) measuring instruments of humidity of air;

7) means of display of meteorological information (for airfields with specification symbol 1, 2 (the runway of classes D, E) allows use of loud-speaking and telephone communication);

8) technical means of registration of the transferred meteorological information.

4. Runways (direction) of exact landing approach on I, II and III (And, In) categories are equipped with AMIS. Are part of AMIS:

1) two electronic and computing machines / personal electronic computers (further - the COMPUTER/PEVM) the main and reserve, with the corresponding software;

2) the visibility sensors located according to Item 7 of this Appendix;

3) the VNGO sensors located according to Items 9, 10 these Appendices;

4) the sensors of parameters of wind located according to Item 11 of this Appendix;

5) the sensors of atmospheric pressure located according to Item 12 of this Appendix;

6) the sensors of temperature and humidity of air located according to Item 13 of this Appendix.

7) technical means of display and registration of the issued meteorological information (PEVM).

As sensors of visibility transmissometra and measuring instruments of visibility of direct dispersion are used.

Additional types of the equipment can be part of AMIS (for example: background brightness measuring instruments, sensors of the current weather, grozopelengator).

5. All measuring instruments which are part of the meteorological equipment are entered in the State register of measuring instruments of the Republic of Kazakhstan.

6. Each meteorological equipment has operational documentation according to which its operation within fixed term of service is made.

Note: On the termination of service life of the meteorological equipment, further operation is made, according to the methodical/instructive material developed and approved by PANO or is replaced with the new equipment.

7. Measuring instruments of visibility are established: visibility sensors - in zones of take off and landing of AF at a distance of 300 ± 200 meters from the ends of the runway towards the middle, and at the middle of the runway (±100 meters from middle beam), at distance no more than 120 meters from the axial line of the runway at height about 2,5 of meters concerning runway threshold level, indexes (control panels), registrars - in working rooms of meteoobservers.

Note: in the presence of the displaced runway threshold, sensors of visibility are established at a distance of 300 ± 200 meters from the displaced runway threshold. At the same time PANO provides representative observations of visibility.

8. On the equipped runways, boards reference points of visibility are established along the runway on the site from specially certain place at runway end face for observation of visibility towards the middle of the runway at distances 400, of 800, of 1000, of 1500 and 2000 meters and/or at other distances from it corresponding to minima for take off and landing of aircrafts, but no more than 2000 meters. For distances more than 2000 meters are determined other reference points of visibility.

On not equipped runways the special places for observations of visibility allowing to make the overview of the runway are determined. Observations are made towards working rate of landing of the runway.

9. Measuring instruments of height of the lower bound of clouds, in case of their availability, are established:

1) sensors - at distance to 50 meters from working rooms of meteoobservers;

2) indexes (control panels) - in working rooms of meteoobservers.

10. Remote measuring instruments of height of the lower bound of clouds are established:

1) VNGO sensors - in zone of landing approach at distance of 1200 meters and less before landing threshold of the runway and 180 meters from it are possible closer to continuation of axis of the runway, but not further;

2) indexes (control panels) - in working rooms of meteoobservers.

11. Measuring instruments of parameters of wind are established:

1) sensors of parameters of wind - in places, representative for zone of landing and separation of aircrafts, at distance no more than 200 meters from the axial line of the runway outside the planned part of the airfield at the height of 10 meters ± 1 meter over earth level concerning the closest point of the axial line of the runway;

2) indexes (control panels) - in working rooms of meteoobservers;

3) sensors of measurement of the direction of wind, shall be oriented to the true North.

12. Measuring instruments of atmospheric pressure are established in working rooms of meteoobservers.

13. Remote measuring instruments of temperature and humidity of air are established on meteorological mast, at the height of 2 meters, over the spreading surface.

Measuring instruments of temperature and humidity of air are established in the psikhrometrichesky box at the height of 2 meters located near the main Item of observation.

14. Hours and other devices registering time display time with accuracy within ±30 seconds from UTC. Accuracy of indications of hours of AMIS shall correspond to indications of hours of the dispatcher of Department of Internal Affairs (service Department of Internal Affairs). Check of the current time in case of data recording is carried out each 4 hours with the log entry of reconciliation of time.

15. Technical means of registration of the meteorological information transferred to dispatchers of Department of Internal Affairs and weather forecasters are established in working rooms of meteoobservers.

16. Means of display of meteorological information are established on control offices of Department of Internal Affairs, in working rooms of weather forecasters and meteoobservers (control).

17. For transfer of meteorological information from Items of observations, in working rooms of weather forecasters and on the SDP and DPK control offices for the runway of inexact landing approach and airfields with specification symbol 1, 2 (the runway of classes D, E) allows use of loud-speaking and telephone communication according to Item 32 presents of Appendix.

18. Meteorological radars (in case of their availability) are established around airfield. In case of arrangement of two or several airfields in zone with a radius up to 50 kilometers the MRL installation in one of these airfields is allowed.

Paragraph 2. Meteorological information, equipment of control offices of Department of Internal Affairs

19. The amount corresponding to working rate of the issued meteorological information at the expense of display includes:

1) the visibility determined according to Item 115 of these rules.

2) visibility range on the runway (2 or 3 values, according to number of the established sensors of visibility and one value in case of visual observations);

3) height of the lower bound of clouds (vertical visibility);

4) quantity of clouds (general and lower tier); and type of clouds (only for cumulus and rain and tower-shaped cumulus clouds);

5) the direction of wind, (taking into account the amendment on magnetic inducement, if necessary);

6) the average speed of wind (average in 2 minutes);

7) maximum speed of wind (rushes);

8) atmospheric pressure of QFE [Kew фи];

9) atmospheric pressure of QNH [Kew эн эйч];

10) the atmospheric phenomena of the current weather in airfield and/or vicinities of airfield;

11) air temperature and temperature of dew point;

12) relative humidity of air;

13) time of the end of processing of measurements (observations).

20. All meteorological information transferred to means of display is registered on technical means.

The meteorological information transferred on loud-speaking and telephone communication is documented by tape recording.

21. The means of display of meteorological information established on AMS and in bodies of Department of Internal Affairs shall be connected to the same sensors and be marked accurately with indication of the runway and/or the site of the runway controlled by each sensor.

22. AMIS provides automatic transfer of meteorological information and its display on meteorological displays and other indicator devices.

23. Frequency of updating of meteorological information on meteorological displays and other indicator devices in case of regular observations makes 30 or 60 minutes.

When ensuring flights on minima of II and III (And, In) categories IKAO, AMIS shall provide possibility of 1 minute period of updating of data.

24. Time of transfer of meteorological information at the expense of display (indication blocks) shall not exceed 15 seconds after the end of processing of measurements (observations).

25. The meteorological equipment installed in airfield provides measurement of meteorological sizes in the ranges and with limits of the allowed errors specified in table 3 to this Appendix.

26. AMIS provide:

1) automatic measurement, collection and processing of results of measurements (observations), forming of reports of weather and their transfer at the expense of display, registration and transfer on communication lines of information on visibility, visibility range on the runway, VNGO (vertical visibility), wind parameters, atmospheric pressure of QFE [Kew фи] and QNH [Kew эн эйч], temperature and humidity of air;

2) manual input of the meteorological sizes which are not measured automatically (total quantity of clouds of the upper and lower tier, form of clouds, the atmospheric phenomena of the current weather, including dangerous to aircraft), their processing and transfer at the expense of display, registration and transfer on communication lines.

27. In case of failure of the main COMPUTER/PEVM transition to the reserve machine is provided operational (no more, than in 30 seconds).

28. Technical parameters for MRL:

1) working frequency shall be in the range of frequencies of 5,43 - 5,8 of GHz (S-range) or 9,3-9,7 of GHz (H-range);

2) MRL is capable to find atmospheric precipitation and to measure the speed of loss of rainfall (at least, from mm/hour 0,1 to 200 mm/hour) within the maximum range of operation of the radar from 100 km for the H-range, from 200 km for the S-range;

3) the accuracy of positioning of the antenna shall be not worse ± than 0,1 degree for both axes, azimuth and corner of the place;

4) the coefficient of strengthening of the antenna shall be at least 44,5 of dB;

Noise level of the receiver shall not exceed 5) 3 dB;

6) the error of orientation of the antenna shall not exceed ± 1 degree.

29. Sizes of boards reference points:

1) is at least 1, 5kh meter 1,5 for the boards established at distance to 800 meters;

2) is at least 2, 5kh meter 2,0 for the boards established at distance from 800 to 1500 meters;

3) is at least 3, 0kh meter 2,0 for the boards established at distance from 1500 meters and more.

30. Boards reference points of visibility are painted:

1) in black-and-white color (in the form of four, located in chessboard order, cages) if they from the place of observation are projected on height, mountains, the wood, and other objects;

2) in black color if they from the place of observation are projected against the background of the sky.

31. For determination of visibility in night-time on boards reference points single light sources are established (electrobulbs capacity of 60 W)

32. Airdrome control offices are equipped with the means of display of meteorological information and the equipment of loud-speaking and telephone communication given in the table of appendix 1-1 to the Instruction on the organization and servicing of air traffic approved by the order of the acting minister of transport and communications of the Republic of Kazakhstan of May 16, 2011 No. 279 (it is registered in the Register of state registration of regulatory legal acts for No. 7006).

Paragraph 3. Communication lines of the meteorological equipment

33. The communication lines intended for signaling from sensors on input devices of indexes (registrars) or COMPUTER / PEVM and also for transfer of meteorological information at the expense of display have passports of the cable line with length of cable more than 10 meters.

In not categorized airfields for signaling from sensors on input devices of the COMPUTER/PEVM use of radio channel is allowed, but in case of this PANO ensures continuous functioning of radio channel.

Paragraph 4. Power supply of the meteorological equipment

34. Power supply of the meteorological equipment belongs to receivers of the electric power of the first category and is performed by one of the following options:

1) from two external independent sources (on two cable lines via two transformers) with availability of the device providing automatic input of the reserve power supply on the party of low voltage which provides switching of power supply from one source on another no more than in 1 second;

2) from two external independent sources (on one cable line via one transformer as the main source of power supply and the diesel-generator uninterruptible power supply unit as reserve source of power supply), with availability of the device which provides automatic transition to the autonomous diesel electric aggregate of transition no more than 15 seconds over time.

35. Power supply of electroreceivers of the first category according to the dual-beam low-voltage scheme between object in which there is this aggregate and object in which these electroreceivers are established can be performed without laying of separate cable.

Chapter 2. Meteorological equipment of helidromes (вертопалуб)

36. The structure and characteristics of the meteorological equipment of helidromes are brought in table 4 to this appendix. For transfer of reports about the actual weather on helidrome the meteorological station creates information on the actual weather in the code METAR, SPECI forms.

37. Air temperature and atmospheric pressure is measured by the automatic meteorological devices which are specially used for this purpose.

Measurements are taken in close proximity to helidrome, in the place where local factors do not influence measurements. The range of the established values of height of sensors from 1,25 to 2 meters.

At least two sensors for measurement of atmospheric pressure are used. Accuracy of measurement of sensors of atmospheric pressure is established in limits of 0,5 of gp. Reservation consists of the digital high-precision sensor of atmospheric pressure with the corresponding high-rise and temperature amendments.

Sensors of measurement of air temperature and atmospheric pressure are located at the level of helidrome (vertopaluba) in the safe place excluding influence of direct sunlight, air flow (from open windows for pressure sensors), and heating or chilling of systems.

38. The winds this about the direction the crew of the helicopter can visually determine, concerning provision of the wind cone painted so that the maximum contrast with general background was reached.

39. To measurement of the direction and speed of wind it is applied анеморумбометр which is established in places with the most characteristic movement of air flow. The second анеморумбометр, is established at height of lag of the helicopter over helidrome (vertopaluby) by means of which it is possible to obtain necessary information on wind speed above helidrome (vertopaluba) in case of availability of the turbulent or reflected air flows. Observations are made at the height of 10 meters of ±1 meter (30 feet ± 3 feet) over the level of surface of helidrome (vertopaluba).

40. The phenomena of weather and condition of the sea, are estimated by tool measurements and visual observations by the personnel which had special training.

Sensors for automatic observation of the current weather (weather sensors) have in one point chosen as the most representative for this helidrome (vertopaluba) in the safe place, at meter 2,5 height.

41. Sensors for measurement of height of the lower bound of clouds, have so that to obtain the most reliable data about VNGO from the level of helidrome (vertopaluba).

42. Sensors for measurement of visibility range have in the safe place to obtain the most reliable data about visibility range on helidrome (vertopalub).

43. On all large installations special devices are used to tool measurement of height of waves.

44. The measuring devices used for data acquisition periodically are calibrated according to recommendations of the producer, but at least once a year.

45. The meteorological equipment shall work from rechargeable batteries or uninterruptible power supply units with condition of reservation of sources of power supply.

46. The necessary structure of the meteorological equipment of helidromes (вертопалуб) is brought in table 4 to this Appendix.

47. The ranges of measurements of the meteorological equipment installed on helidromes, ocean ships and installations are specified in table 5 to this Appendix.
