I ORDER:

1. Bring in the order of the Minister of Agriculture of the Republic of Kazakhstan of October 30, 2014 No. 7-1/559 "About approval of regulatory legal acts in the field of veterinary science" (it is registered in the Register of state registration of regulatory legal acts No. 9891, it is published on December 3, 2014 in information system of law of Ad_let) the following changes:

1) Regulations on the state veterinary health control and supervision according to appendix 1 to this order;

2) Rules of obligatory withdrawal and extermination of the animals, products and raw materials of animal origin constituting health hazard of animals and the person or their obligatory neutralization (disinfecting) and conversion without withdrawal according to appendix 2 to this order;

3) Rules and conditions of compensation to physical persons and legal entities of cost of the withdrawn and destroyed sick animals, products and raw materials of animal origin constituting health hazard of the animals and the person or neutralized (disinfected) and processed without withdrawal of animals, products and raw materials of animal origin constituting health hazard of animals and the person according to appendix 3 to this order;

4) the List of especially dangerous diseases of animals in case of which obligatory withdrawal and extermination of the animals, products and raw materials of animal origin constituting health hazard of animals and the person according to appendix 4 to this order are carried out;

5) the List of especially dangerous diseases of animals which prevention, diagnostics and liquidation are performed at the expense of budgetary funds according to appendix 5 to this order;

6) Rules of implementation of the state veterinary health control and supervision on veterinary control posts according to appendix 6 to this order;

7) Rules of the organization of veterinary control posts according to appendix 7 to this order.";

Obligatory neutralization (disinfecting) and conversion without withdrawal of the animals, products and raw materials of animal origin constituting health hazard of animals and the person on subjects to the state veterinary health control and supervision is carried out according to the instruction of the state veterinary health inspector of the corresponding territory in case of detection of diseases of the animals included in the List of diseases of animals in case of which obligatory neutralization (disinfecting) and conversion without withdrawal of the animals, products and raw materials of animal origin, veterinary medicines, forages and feed additives constituting health hazard of animals and the person, No. 18-03/127 approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of March 28, 2012 are made (it is registered in the Register of state registration of regulatory legal acts No. 7590).

19. In case of detection of the animals, products and raw materials of animal origin constituting health hazard of animals and the person, the state veterinary health inspector of the corresponding territory issues the corresponding instruction on their neutralization (disinfecting), conversion and/or about carrying out sanitary cleaning, sanitary slaughter of animals according to the order of the Minister of Agriculture of the Republic of Kazakhstan of July 22, 2013 to No. 16-07/333 "About approval of forms of instructions, Rules of their creation and issue" (it is registered in the Register of state registration of regulatory legal acts No. 8662).";

The act of delivery for conversion of the animals, products and raw materials of animal origin constituting health hazard of animals and the person is signed by the state veterinary health inspector, the head of the organization for conversion of products and raw materials of animal origin and the owner of animals, products and raw materials of animal origin and sealed district (city) territorial subdivision of department of authorized body in the field of veterinary science in the location of the organization for conversion of products and raw materials of animal origin determined by local executive bodies of the corresponding administrative and territorial units.";

The rules of implementation of the state veterinary health control and supervision when moving of the moved (transported) objects through the Frontier of the Republic of Kazakhstan matching with customs border of the Customs union approved by the specified order to be reworded as follows according to appendix 2 to this order;

The rules of the organization of veterinary control posts in border and customs clearance stations (check points through the Frontier of the Republic of Kazakhstan matching with customs border of the Customs union, except for automobile check points) approved by the specified order to be reworded as follows according to appendix 3 to this order.

2. To provide to department of veterinary, phytosanitary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.
