1. Approve enclosed:
2) Basic provisions according to the admission of vehicles to operation;
2. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;
3) within ten working days after state registration of this order submission to Legal Department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of traffic (further - Rules) establish single procedure for traffic in all territory of the Republic of Kazakhstan.
2. In these rules the following basic concepts are used:
1) the highway - the road which is specially built or reconstructed according to the project for movement of vehicles which does not service roadside ownerships. Access to it is possible only from other roads through flying junctions. This is dear:
has the separate carriageways for movement diversely separated from each other by the lane line which is not intended for movement;
has no crossings flush with other roads, railway both tramroads and pedestrian walkways;
it is specially designated as the highway, in case of entrance on the highway by sign 5.1 and departure by sign 5.2 according to appendix 1 to these rules;
2) the bus - the car intended for public conveyance and baggage, having more than eight places for sitting, not including driver's seat;
3) the car – the motorized vehicle intended for movement on roads and transportations on them of people, loads or the equipment installed on it or towages on roads of the vehicles intended for transportation of people, loads or the equipment installed on it including including trolleybuses, except for farm tractors or motorized vehicles for which transportation of people and loads is support function. This concept does not extend to tractors and self-propelled machines;
4) the road train - the motorized vehicle linked to trail car (trail cars);
5) benefit (priority) - first priority of movement in the planned direction in relation to other participants of movement;
6) the heavyweight vehicle - the vehicle with load or without load, the fully loaded mass or load distribution on axes of which exceeds sizes of maximum allowable loads for this category of roads and constructions on them;
7) stop - deliberate traffic congestion of the vehicle for a while up to five minutes or for bigger time if it is necessary for landing or disembarkation of passengers, loading or unloading of the vehicle (the need of traffic congestion of the vehicle caused by the organization of traffic is not considered stop (parking));
8) baggage - the property of the passenger packed and transported in baggage compartment of the bus, the minibus or the luggage car accompanying the bus, the minibus within the regulations established by Rules of public conveyance and baggage road transport and also in taxi based on the supplementary agreement with carrier;
9) the main road - the road designated by signs 2.1, 2.3.1-2.3.3 or 5.1 according to appendix 1 to these rules in relation to crossed (adjoining), or paved road (asfalto-and tsementobeton, stone materials and so forth) in relation to soil. Availability on minor road right in front of the intersection of the site with covering does not do it equal on value with crossed;
10) overtaking - advancing moving ahead of one or several vehicles, connected with departure from the occupied strip and the subsequent return to earlier occupied strip;
11) lane line - structurally allocated road element dividing adjacent carriageways and not intended for movement or stop of trackless vehicles and pedestrians, except for forced stop of pedestrians when crossing the road out of the settlement;
12) the bicycle - the vehicle having two wheels or more (except wheelchairs for persons with disability) and set in motion by the muscular strength of the people who are on it;
13) the cyclist - person managing bicycle;
14) bicycle lane - the certain road or part of the road intended for movement of bicycles and designated by the corresponding sign. The bicycle lane structurally separates from other roads or from other elements of the same road;
15) bicycle driving lane - the strip of carriageway intended for movement of bicycles. The bicycle driving lane separates from other carriageway by means of longitudinal road marking and special signs;
16) lawn - the land area with artificial grass cover which is background for landings of plants and park constructions;
17) bed - the land area in the form of geometrical figure on which plants form pattern or the drawing;
18) the settlement - the built-up territory on which entrances and departures with which are designated by signs 5.22 - 5.25 according to appendix 1 to these rules;
18-1) light-reflective subject - to return back the subject made of the special materials having capability the light beam to source providing visibility of the driver at distance of hundred fifty meters in case of the included dipped head light of headlights and four hundred in case of the included far reaching light of headlights including light-reflective clothes, light-reflective element on clothes;
19) the pedestrian - the person who is out of the vehicle on the road and not performing on it works. The physical persons moving on wheelchairs for persons with disability, conducting the bicycle, the electric scooter, the small electric vehicle, the moped, the motorcycle carrying the sledge, the cart, baby carriage are equated to pedestrians;
20) the crosswalk - the site of carriageway designated by signs 5.16. 1, 5.16. 2, 5.16.3 according to appendix 1 to these rules and (or) marking 1.14.1 - 1.14.3 according to appendix 2 to these rules and allocated for movement of pedestrians across the road. In the absence of marking width of the crosswalk is determined by distance between signs 5.16.1 and 5.16.2 according to appendix 1 to these rules by road axis;
21) insufficient visibility - visibility of the road less than 300 meters in the conditions of fog, rain, dust, snowfall and to that similar, and also in twilight;
22) the passenger - the person who is on (v) vehicle and not managing it;
23) irregular motor transportations of passengers and baggage - transportations which do not belong to regular, performed with use of buses, minibuses by the carriers having the licenses granted in accordance with the established procedure;
24) it is expensive - all right of way of the earth or the surface of artificial feature equipped or adapted and used for movement of vehicles and pedestrians according to the procedure, established by the Law of the Republic of Kazakhstan "About traffic" (further - the Law "About Traffic") and these rules. The road includes one or several carriageways, and also tramroads, sidewalks, roadsides and lane lines in case of their availability;
25) to give way (not to create hindrances) - means that the participant of traffic does not begin, does not renew or does not continue movement, does not perform any maneuver if it can force other participants of movement having in relation to it advantage, to change driving direction or speed;
26) roadside - the road element adjoining directly the carriageway and intended for ensuring stability of subgrade, safety increase of traffic, the organization of movement of pedestrians and cyclists, and also use in case of emergency situations;
27) traffic - set of the public relations arising in the course of movement of people and loads by means of vehicles or without those within roads;
28) carriageway - the part of the road used for movement of vehicles;
29) the participant of traffic - person which is directly involved in the course of traffic as the pedestrian, the passenger or the driver;
30) traffic safety - the traffic condition reflecting degree of security of his participants from the road accidents and their effects, and also negative impacts of traffic on ecological conditions, health of the population;
31) the organization of traffic - complex of organization-legal, normative and methodical, design and survey, organizational and technical, control and supervising, administrative and other actions for management of traffic;
32) the road accident - the event which arose in the course of movement on the road of the vehicle and with its participation, entailed damnification to health, the death of the person, damage of vehicles, constructions, loads or other material damage;
33) the intersection - the place of crossing, adjunction or branching of roads at one level limited to the imagined lines connecting respectively opposite, the most remote from the center of the intersection of the beginning of curves of carriageways of roads. Departures from the adjacent territories, and also places of crossing (adjunction) do not reckon with field, forest roads as intersections;
34) the driver - person managing the vehicle, the driver conducting on the road the cattle, herd, pack, draft or riding animals;
35) off-load weight - the mass of the unmanned vehicle, passengers and load, but with complete stock of fuel and necessary set of the tool;
36) weight with loading - the actual mass of the loaded vehicle, crew and passengers;
37) the edge of carriageway - is determined by the line of marking, and in case of its absence the conditional line passing on edge of road carpet and also in the place of adjunction of carriageway to tramroads at the roadside. In case of impossibility to determine edge of road carpet including on road conditions the edge of carriageway is determined by the participant of traffic by edge of knurled strip;
38) driving lane - any of longitudinal strips of carriageway designated or not designated by longitudinal marking and having width sufficient for movement of cars in one row;
39) obstacle for movement - the motionless object on driving lane which is not allowing to continue movement on this strip. The jam or the vehicle which stopped on this driving lane according to requirements of these rules is not obstacle;
40) danger to movement - the situation which arose in the course of traffic in case of which continuation of movement in the same direction and with the same speed creates threat of emergence of the road accident;
41) evolution - change of the driving lane occupied by the vehicle with preserving initial driving direction;
42) dangerous goods - load which owing to properties and features inherent in it in transit, production of handling works and storage can serve as cause of explosion, the fire or damage of technical means, devices, buildings, structures and constructions, and also death, injuring or disease of people, animals, harming the environment;
43) public transport - the common carrier performing regular and irregular motor transportations of passengers and baggage, and also taxi;
44) the vehicle - the device intended for transportation across roads of people, loads or the equipment installed on it;
45) day after steaming lights - the external light devices intended for improvement of visibility of the moving vehicle in front during daylight hours;
46) maneuvering - start of motion from stop (parking), stop, turn (turn), evolution, braking and movement of the vehicle back run;
47) the route vehicle - the general use vehicle (the bus, the trolleybus, the tram) intended for transportation across roads of passengers and moving along the established route with the designated stopping points (stops);
48) forced stop - traffic congestion of the vehicle because of its materiel failure or danger created by the transported load, condition of the driver (passenger) or emergence of obstacle in the road;
49) the motorized vehicle - the self-propelled road vehicle set in motion by the engine, except for mopeds, electric scooters, small electric vehicles and rail vehicles. The concept extends also to tractors and self-propelled machines with their participation in traffic;
