Article 1

Bring in the Federal Law of June 20, 1996 No. 81-FZ "About state regulation in the field of production and use of coal, about features of social protection of employees of the organizations of the coal industry" (The Russian Federation Code, 1996, No. 26, Art. 3033; 2004, No. 35, Art. 3607; 2006, No. 25, Art. 2647; 2007, No. 31, Art. 4010; 2011, No. 19, Art. 2707) following changes:

The paragraph third Item 1 of Article 5 to state 1) in the following edition:

"public financing of actions for restructuring of the coal industry and to forming of social policy concerning the dismissed workers and other categories of persons before completion of liquidation of mines (cuts) of the coal industry, the shaft construction organizations or the organizations for production (conversion) of coal (combustible slates) if part of shares of the specified mines (cuts) and the organizations was in federal property during their liquidation, or before completion of liquidation of mines (cuts) of the coal industry transformed according to decisions of Council of Ministers of RSFSR or the President of the Russian Federation to joint-stock companies or before completion of liquidation in connection with bankruptcy of mines (cuts) of the coal industry or the organizations for production (conversion) of coal (combustible slates), which blocks of shares which were in federal property were brought according to the decision of the Government of the Russian Federation as contribution to the authorized capital of joint-stock companies, or before completion of liquidation of mines (cuts) of the coal industry or the organizations for production (conversion) of coal (combustible slates) which blocks of shares which are in federal property were sold, or before completion of liquidation of divisions of the militarized rescue parts;";

2) in Article 23:

a) in Item 3 to replace the word of "packet" with the word of "packets", "being" to replace the word with the word "being", "open" to exclude the word;

b) in item 4:

in paragraph one to replace the word of "packet" with the word of "packets", "being" to replace the word with the word of "being";

third to state the paragraph in the following edition:

"to the pensioners who worked at least ten years in mines (cuts) of the coal industry in divisions of the militarized rescue parts, or to widows (widowers) of such pensioners;";

add with the paragraph of the following content:

"Regulations of issue of the free ration coal provided according to this Article cannot be less regulations determined by the Government of the Russian Federation.";

3) in Article 24:

a) add the name with words ", provided to the dismissed workers and other categories of persons";

b) in Item 3:

to replace the word of "packet" with the word of "packets", "being" to replace the word with the word "being", "open" to exclude the word;

after the words "according to the procedure and on conditions" to add with words "(including procedure of payments of the amount of additional pension provision (non-state pensions)";

"5. Measures of social support, stipulated in Item 4 articles 23 of this Federal Law, are performed at the expense of the means of the federal budget provided in the federal budget on restructuring of the coal industry, according to the procedure and on conditions which are determined by the Government of the Russian Federation following categories of persons:

to pensioners who are granted insurance pension on old age, not working at mines (cuts) of the coal industry and having length of service at least ten years in mines (cuts) of the coal industry before their liquidation if part of shares of the specified mines (cuts) was in federal property during their liquidation, or before liquidation of mines (cuts) of the coal industry transformed according to decisions of Council of Ministers of RSFSR or the President of the Russian Federation to joint-stock companies or before liquidation in connection with bankruptcy of mines (cuts) of the coal industry or the organizations for production (conversion) of coal (combustible slates) which blocks of shares which were in federal property were introduced according to the decision of the Government of the Russian Federation as contribution to the authorized capital of joint-stock companies, or before sale of blocks of shares of mines (cuts) of the coal industry which were in federal property or in divisions of the militarized rescue parts before their liquidation;

to widows (widowers) of such pensioners;

to other categories of persons specified in item 4 of article 23 of this Federal Law, which lost the right to free ration coal at the expense of own means of the organizations for production (conversion) of coal (combustible slates) or mines (cuts) of the coal industry.".

Article 2

1. This Federal Law becomes effective from the date of its official publication, except for provisions for which this Article establishes other term of their introduction in force.

2. Item 1, the subitem "a", paragraphs two - the fifth the subitem "b" of Item 2, the subitem "a", paragraph two of the subitem "b", subitems "v" and "g" of Item 3 of article 1 of this Federal Law become effective since January 1, 2020.
