About approval of professional standards in the field of space activities

According to Item 2-1 of Article 117 of the Labor code of the Republic of Kazakhstan of November 23, 2015 I ORDER:

1. Approve:

1) the professional standard "Control of Spacecrafts of Space System of Remote Sensing of Earth" according to appendix 1 to this order;

2) the professional standard "Acceptance and Data Processing of Remote Sensing of Earth from Space" according to appendix 2 to this order;

3) the professional standard "Designing of Spacecrafts and Space Systems" according to appendix 3 to this order;

4) the professional standard "Operation of the Missile and Space Equipment and Objects of Land Space Infrastructure" according to appendix 4 to this order.

2. To provide to space committee of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the defense and aerospace industry of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Legal department of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of the defense and aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard "Control of Spacecrafts of Space System of Remote Sensing of Earth"

Chapter 1. General provisions

1. The professional standard "Control of Spacecrafts of Space System of Remote Sensing of Earth" establishes qualification requirements to the specialist, to his skills, abilities and competences in professional activity on control of spacecrafts of space system of remote sensing of Earth.

2. In this professional standard the following terms and determinations are applied:

1) qualification - degree of readiness of the worker, its knowledge, skills to high-quality accomplishment of specific labor functions;

2) skill level - set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence. The skill level corresponds to the level and content of descriptors national and industry framework of qualifications;

3) space system - set of the functional interconnected orbital and land technical means intended for the solution of tasks in space;

10) professional subgroup - the set of professions created by complete set of labor functions and competences, necessary for their accomplishment;

11) the professional standard - the standard determining in specific area of professional activity of the requirement to skill level and competence, content, quality and working conditions;

12) profession - the main occupation of labor activity of the person requiring the certain knowledge, abilities and practical skills acquired as a result of special preparation and confirmed by the relevant documents on education;

13) professional group - the set of professional subgroups having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;

14) competence - employee ability to apply knowledge, abilities and experience in professional and labor activity;

15) industry frame of qualifications - the structured description of the qualification levels recognized in industry.

3. In this professional standard the following reducings are used:

1) the ORK - industry frame of qualifications;

2) KS - the job evaluation catalog of positions of heads, specialists and other employees No. 201-o-m approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of May 21, 2012 (it is registered in the Register of state registration of regulatory legal acts at No. 7755);

3) KA of KS DZZ - the spacecraft of space system of remote sensing of Earth.
