About introduction of amendments to some acts of the Government of the Russian Federation concerning enhancement of procedure for connection of capital construction projects to gas distribution networks and increase in efficiency of energy infrastructure

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning enhancement of procedure for connection of capital construction projects to gas distribution networks and increase in efficiency of energy infrastructure.

2. To Federal Antimonopoly Service in 3-month time to bring the regulatory legal acts into accord with this resolution.

3. The subitem 3 Items 2, the subitem 21, the paragraph third the subitem 32 Items of 3 changes approved by this resolution become effective since April 1, 2018.

Changes which are made to acts of the Government of the Russian Federation concerning enhancement of procedure for connection of capital construction projects to gas distribution networks and increase in efficiency of energy infrastructure

1. In Basic provisions of forming and state regulation of gas prices, rates for services in its transportation and the payments for technological connection of the gas-using equipment to gas distribution networks in the territory of the Russian Federation approved by the order of the Government of the Russian Federation of December 29, 2000 No. 1021 "About state regulation of gas prices, rates for services in its transportation and payments for technological connection of the gas-using equipment to gas distribution networks in the territory of the Russian Federation" (The Russian Federation Code, 2001, No. 2, Art. 175; 2014, No. 18, Art. 2185; 2016, No. 22, Art. 3211):

1) Item 26 (to state 21) in the following edition:

"26(21). The gas-distributing organizations annually, no later than October 1, represent to executive bodies of subjects of the Russian Federation in the field of state regulation of the prices (rates) forecast data on the planned expenses on technological accession for the next calendar year according to the methodical instructions for determination of payment for technological connection of the gas-using equipment to gas distribution networks and (or) the standardized tariff charges determining its size approved by federal executive body in the field of state regulation of the prices (rates).

The standardized tariff charges determining the size of payment for technological accession are differentiated proceeding from structure of the actions for technological accession caused by the ranges of diameters of gas pipelines under construction, extent and types of their laying, materials of pipes, technical characteristics of objects of network of gas distribution.

The payment for technological connection of the gas-using equipment specified in Item 26 (22) these Basic provisions, it is established with breakdown on categories of consumers. Executive bodies of subjects of the Russian Federation in the field of state regulation of the prices (rates) have the right to establish the payment for technological connection of the gas-using equipment specified in Item 26 (22) these Basic provisions, with differentiation on distance of the gas pipeline under construction on condition of preserving the general settlement size of revenue of the gas-distributing organization from rendering services in technological accession.

On the basis of the provided data executive bodies of subjects of the Russian Federation in the field of state regulation of the prices (rates) are established for the next calendar year for each gas-distributing organization to which gas distribution networks connection of new consumers of gas, the payment for technological connection of the gas-using equipment specified in Item 26 (22) these Basic provisions, to gas distribution networks, and also the standardized tariff charges determining the size of payment for technological accession no later than December 31 of the year preceding the next year is planned. The standardized tariff charges, and also the payment for technological connection of the gas-using equipment specified in Item 26 (22) these Basic provisions, can be established with territorial differentiation in case of significantly different conditions of implementation of technological accession in the different territories of functioning of the gas-distributing organization on condition of preserving the general settlement size of revenue of the gas-distributing organization from rendering services in technological accession. If at the gas-distributing organization from rendering services in technological accession of the objects specified in Item 26 (22) these Basic provisions, there is loss of income which shall be considered according to these Basic provisions in case of determination of rates for gas transportation services on gas distribution networks, executive bodies of subjects of the Russian Federation establish payment for technological accession to gas distribution networks for the next calendar year no later than December 15 of the year preceding the next year.";

2) in Item 26 (22):

in paragraph one:
