I ORDER:

1. Bring in the order of the Chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of October 7, 2016 No. 4 "About some questions of the organization of candidate screen in National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities" (registered in the Register of state registration of regulatory legal acts for No. 14318, published on October 13, 2016 in information system of law of Ad_let) the following changes and amendments:

1) in Rules and conditions of carrying out tender and training in National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities approved by the specified order:

add with Item 8-1 of the following content:

"8-1. The announcement of carrying out tender includes the following data:

1) the name of the state body holding competition with indication of its location, the postal address, phone numbers, e-mail addresses;

2) the name of vacant positions with indication of the fundamental functional obligations;

3) the main requirements to the participant of tender according to qualification requirements;

4) the term of documents acceptance which is estimated from next working day after the last publication of the announcement of carrying out tender;

5) the list of the necessary documents specified in Item 14 of these rules;

6) information concerning presence of observers at meeting of tender committee;

7) application forms, questionnaires and autobiographies for participation in tender (in case of publication of the announcement on Internet resource of Bureau).

If competition is held for temporarily vacant post, this condition is specified in the announcement of carrying out tender.";

state Item 14 in the following edition:

"14. The citizens wishing to take part in tender file the following documents to personnel service:

1) the statement in form, according to appendix 1 to these rules;

2) the questionnaire in form, according to appendix 2 to these rules;

3) the autobiography (completed with own hand) in form, according to appendix 3 to these rules;

4) original and copy of the identity document of the citizen of the Republic of Kazakhstan;

5) originals and copies of education documents, and also the documents confirming passing of the procedure of nostrification or recognition according to the Law of the Republic of Kazakhstan "About education" (for the diplomas issued by foreign educational institutions);

6) the original and copies of the document confirming labor activity;

7) the record of service (it is provided by former employees of law enforcement agencies);

8) the original and the copy of the certificate on passing of testing for knowledge of state language and the legislation of the Republic of Kazakhstan with results is not lower than the values specified in programs of the testing valid for the moment of submission of documents (it is provided by the citizens for the first time arriving on service in law enforcement agencies);

9) the original and the copy of the conclusion by results of testing for personal evaluation of the candidate for position of law-enforcement service valid for the moment of submission of documents (it is provided by the citizens for the first time arriving on service in law enforcement agencies);

10) the original and the copy of the document confirming passing of military service or military preparation in the specialized organizations of the Ministry of Defence for preparation of the military trained reserve and also release or draft deferment on conscription military service according to the Law of the Republic of Kazakhstan "About military service and the status of the military personnel";

11) photo of 3х4 in size (4 pieces).

Originals of the documents listed in subitems 4), 5), 6), 8), 9), 10) of this Item of Rules after reconciliation with copies, return to the candidate.

Provision of the document confirming labor activity in cases is not required if the citizen did not perform labor activity and if length of service is not required on vacant post for which competition is announced.

Representation of incomplete document package is the basis for refusal in their consideration by tender committee.

Persons which provided incomplete document package are not allowed to the subsequent stages of tender.";

"16. Citizens submit the documents listed in Item 14 of these rules, enclosed in folder, purposely or by e-mail within seven working days from next working day after the last publication of the announcement of carrying out tender.";

"The citizens who filed documents for participation in tender by e-mail represent for reconciliation originals of the documents listed in subitems 4), 5), 6), 8), 9), 10) of Item 14 of these rules not later than two hours prior to the interview.

In case of non-presentation of originals of the documents listed in Item 14 of these rules, at the scheduled time, person is not allowed to interview.";

"19. The materials of tender committee including fixed by means of technical means of record documents of the participants of tender who received the positive decision of tender committee and also persons which did not undergo competitive selection are stored in personnel service within one year.

The materials of tender committee including fixed by means of technical means of record and also documents of persons which did not undergo competitive selection can be requested by them during the specified storage duration based on the statement.

On the expiration of the specified storage duration the materials of tender committee including fixed by means of technical means of record and also documents of persons which did not undergo competitive selection are destroyed.";

Items 31 – 33 to state in the following edition:

"31. Medical examination of candidates is performed based on article 6 of the Law, according to the Requirements imposed to compliance of the state of health of persons for service in law-enforcement bodies, approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 31, 2010 No. 132 (it is registered in the Register of state registration of regulatory legal acts for No. 6175).
