THE ORDER OF THE CHAIRMAN OF THE AGENCY OF THE REPUBLIC OF KAZAKHSTAN FOR PUBLIC SERVICE AND TO ANTI-CORRUPTION

of October 7, 2016 No. 4

About some questions of the organization of candidate screen in National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities

According to Items 1, 2 and 3 Articles 7, Item 3 of article 29 of the Law of the Republic of Kazakhstan of January 6, 2011 "About law-enforcement service" PRIKAZYVAYU:

1. Approve:

1) Qualification requirements to categories of positions of National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities, according to appendix 1 to this order;

2) Rules and conditions of carrying out tender and training in National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities, according to appendix 2 to this order;

3) the List of positions of National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities replaced on competitive basis according to appendix 3 to this order;

4) Rules and conditions out of competitive selection of holding the posts of National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption and its territorial authorities, according to appendix 4 to this order;

5) Rules of selection and preliminary studying of the candidates accepted in anti-corruption service according to appendix 5 to this order;

6) Rules and methods of determination of professional competences, key indicators and measure calculation of competitiveness in anti-corruption service, according to appendix 6 to this order.

2. Recognize invalid some orders of the Minister of cases of public service of the Republic of Kazakhstan, according to appendix 7 to this order.

3. And to anti-corruption in the procedure established by the legislation to provide to national bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in information system of law of Ad_let;

3) within ten calendar days after state registration of this order the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Agency of the Republic of Kazakhstan for public service and to anti-corruption.

4. To impose control of execution of this order on the head of National bureau on anti-corruption (Anti-corruption service) of the Agency of the Republic of Kazakhstan for public service and to anti-corruption.

5. This order becomes effective from the date of its first official publication.

Knowledge necessary for execution of functional obligations of positions of this category

Have experience of operational search activities and investigation of criminal cases (for the heads supervising operational search activities and the investigation); analyze the supervised activities and make offers on its enhancement; work with regulatory legal acts, put them into practice; have skills of planning; create conditions for effective and operational implementation of the made decisions; effectively and consistently to organize interaction with other divisions; control execution of these orders; have skills of ownership of computer and other office equipment, and also other skills and abilities necessary for accomplishment of objectives

Have experience of operational search activities and investigation of criminal cases (for the employees performing operational search activities and the investigation); have experience of accounting and registration discipline and respect for limitation, protection of objects (for employees of control room); have skills of mentorship; analyze and generalize information; work with legislative and regulatory legal acts, to put them into practice; effectively and quickly to perform these orders; it is correct to distribute working hours; have skills of ownership of computer and other office equipment, and also other skills and abilities necessary for accomplishment of objectives
