2. This resolution becomes effective the 1st following behind day of its official publication, except for:

the subitem "an" of the Item of 1 changes approved by this resolution, which is becoming effective on October 1, 2017;

paragraph two of the subitem "an" of Item of 3 changes approved by this resolution, the becoming effective 1st day of the second month following behind day of its official publication.
