Article 1. ZR-261 "About protection and use of immovable historical and cultural monuments and the historical circle" (further – the Law) after words of "territorial authority" to add the third paragraph of article 19 of the Law of the Republic of Armenia with words "(in the city of Yerevan - the Ministries of the Republic of Armenia in the field of territorial administration)".
Article 2. To state the text of article 21 of the Law in the following edition:
"Demolition of monuments is prohibited.
Complete or partial transfer of monument of republican or local value can be performed only in exceptional cases if material preserving monument presses to move it. In this case the authorized body shall take necessary security measures for dismantle, transfer and recovery of monument in the convenient place. Transfer of monument of republican or local value is performed from the government authorization of the Republic of Armenia.
Change on monument is made in exceptional cases, in case of impossibility of its operation on its initial and adapted functional purpose and (or) need of compliance to normative requirements of operation. Change on monument cannot be combined with irreversible misstatement, damage or destruction of its external and unobstructed capacities making its historical, scientific and art value, their separate elements and fragments.
Change of monuments of republican value is carried out from the government authorization of the Republic of Armenia, and change of monuments of local value – with the permission of territorial authorities of public administration (in the city of Yerevan - the Ministries of the Republic of Armenia in the field of territorial administration).
