About modification and amendments in the Law of the Republic of Armenia "About referendum"

Article 1. Part 1 of article 1 of the Law of the Republic of Armenia "About referendum" of September 12, 2001 to state ZR-225, (further – the Law) in the following edition:
"1. The referendum (national vote, further - referendum) is direct participation of the people in implementation of the power by means of adoption of the Constitution or introduction in it of changes, adoption of the laws, and also detection of public opinion on the most important questions of the state life.".
Article 2. To recognize part 2 of article 3 of the Law invalid.
Article 3. To add parts 1 of article 4 of the Law after the words "about adoption of the laws" with words ", and also detection of public opinion on the most important questions of the state life".
Article 4. To state part 1 of article 5 of the Law in the following edition:
"1. The referendum cannot be held in case of vacancy of position of the President of the Republic of Armenia - to assumption of office of the newly elected President, the announcement of emergency or warlike situation in the territory covering more than one third of the population of the Republic of Armenia and also in two-month time after cancellation in the Republic of Armenia of emergency or warlike situation.".
Article 5. Add the law with Article 8.1 of the following content:
"Article 8.1. Performance with initiative of holding the referendum directed to detection of public opinion on the most important questions of the state life, appointment and holding referendum
1. The right to initiative of holding the referendum directed to detection of public opinion on the most important questions of the state life has the Government.
