Approve the enclosed changes which are made to the Federal rules of use of airspace of the Russian Federation approved by the order of the Government of the Russian Federation of March 11, 2010 No. 138 "About approval of Federal rules of use of airspace of the Russian Federation" (The Russian Federation Code, 2010, No. 14, Art. 1649; 2011, No. 37, Art. 5255; No. 40, Art. 5555; 2012, No. 31, Art. 4366; 2015, No. 29, Art. 4487; No. 32, Art. 4775; 2016, No. 8, Art. 1130; No. 29, Art. 4838).

1. The forty first Item 2 of the Section I to state the paragraph in the following edition:
"bodies of servicing of air traffic (management of flights)" - operational bodies of the Single system, bodies of servicing of air traffic (management of flights) of users of airspace, operators of the airfields of civil aviation which are not included in structure of the airports of federal importance whose list is approved by the Government of the Russian Federation according to article 40 of the Air code of the Russian Federation, and also operators of helidromes of civil aviation;".
2. In the Section II:
a) to add subitems "an" and "b" of Item 10 of the subsection "Classification of Airspace" after the words "All Flights" with the words "over the territory of the Russian Federation";
b) in the subsection "Establishment and Use of Structure of Airspace":
third Item 14 after words to "airfield" to add the paragraph with the word "dispatching";
third Item 18 after words "local air-lines" to add the paragraph with the word "dispatching";
