1. Approve the enclosed changes which are made to some administrative regulations approved by orders of the Ministry of Telecom and Mass Communications of the Russian Federation regarding providing conditions of availability to disabled people of the state services provided by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications and Federal Communications Agency.

2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

Changes which are made to some Administrative regulations approved by Orders of the Ministry of Telecom and Mass Communications of the Russian Federation regarding providing conditions of availability to disabled people of the state services provided by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications and Federal Communications Agency

1. Bring in the Administrative regulations of provision by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of the state service in implementation of licensing of activities in the field of rendering communication services approved by the order of the Ministry of Telecom and Mass Communications of the Russian Federation of 27.12.2011 No. 357 (registration No. 23927) is registered by the Ministry of Justice of the Russian Federation on April 23, 2012, with the changes made by the order of the Ministry of Telecom and Mass Communications of the Russian Federation of 24.11.2014 No. 403 "About modification of administrative regulations of provision of the state services and execution of the state functions" (registration No. 36079), the following changes is registered by the Ministry of Justice of the Russian Federation on February 17, 2015:

a) in Item 32:

add with the new paragraph third the following content:

The room for receiving and delivery of originals of documents shall be drawn up by necessary visual, text and multimedia information for job seekers of licenses, licensees or their legal representatives. In the specified room there shall be enough both places for expectation, and places for filling with visitors of necessary documents.

For the purpose of the organization of easy access of disabled people (including the disabled people using wheelchairs and seeing eye dogs) to the place of provision of the state service are provided to them:

conditions for easy access to object (the building, the room) in which the state service, and also for free use of transport, means of communication and information is provided;

possibility of independent movement on the territory in which objects are located (buildings, rooms), in which the state service, and also entrance to such objects and exit from them, landing in the vehicle and disembarkation from it, including with use of wheelchair is provided;

escort of the disabled people having permanent disorders of function of sight and independent movement;

proper placement of the equipment and the data carriers necessary for providing easy access of disabled people to objects (buildings, rooms) in which the state service taking into account restrictions of their life activity is provided;

duplication of sound and visual information, necessary for disabled people, and also texts, signs and other text and graphical information the signs executed by relief and dot font of Braille;

admission of the signer and tiflosurdoperevodchik;

the admission of seeing eye dog on objects (buildings, rooms) in which the state service is provided, in the presence of the document confirming its special training, issued in the form approved by the order of the Ministry of Labour and Social Protection of the Russian Federation of 22.06.2015 No. 386n "About approval of the document form, the seeing eye dog confirming special training and procedure for its issue" (registration No. 38115) is registered by the Ministry of Justice of the Russian Federation on July 21, 2015;

rendering to disabled people the help in overcoming the barriers preventing receipt of the state service by them on an equal basis with other persons.

In case of impossibility to completely adapt object taking into account need of the disabled person access to the place of provision of the state service or when it is possible, its provision at the place of residence of the disabled person or in the remote mode is provided to it.

The entrance to the building shall have necessary number of parking spaces for individual and office motor transport.".
