1.1. in the first paragraph of Item 2.2 of the word "parents or one of them, and in case of impossibility of the address of parents for certain reasons (to disease, long-term business trip, departure out of country limits, death and so forth)-relatives, neighbors, management of medical institution in which the child, or other persons was born" shall be replaced with words "the child's parent, the guardian, the custodian, or person designated by them based on the power of attorney certified of notarial procedure";
