Approve the enclosed changes which are made to the order of the Government of the Russian Federation of September 27, 2011 No. 797 "About interaction between the multipurpose centers of provision of the state and municipal services and federal executive bodies, bodies of state non-budgetary funds, public authorities of subjects of the Russian Federation, local government bodies" (The Russian Federation Code, 2011, No. 40, Art. 5559; 2012, No. 53, Art. 7933; 2014, No. 23, Art. 2986; No. 44, Art. 6059; 2015, No. 22, Art. 3227).

2. To the Ministry of Internal Affairs of the Russian Federation concerning the state services provided by the Ministry of Internal Affairs of the Russian Federation in issue, replacement of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation on registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation on registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, containing electronic media of information on holding examinations on the right of control of vehicles and issue of car driver licenses (regarding issue of the Russian national car driver licenses when replacing, to losing (plunder) and the international car driver licenses) together with the Ministry of Economic Development of the Russian Federation in 3-month time to develop and introduce in accordance with the established procedure in the Government of the Russian Federation projects of the regulatory legal acts providing possibility of documents acceptance and issue of results of provision of the state services based on the multipurpose centers.

3. Add with items 4 (5) - 4(7) following contents:

"4(5). Determine that the organization of provision in the multipurpose centers of the state services rendered by the Ministry of Internal Affairs of the Russian Federation in issue, replacement of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation in the territory of the Russian Federation for registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation for holding examinations on the right of control of vehicles and issue of car driver licenses (regarding issue of the Russian national car driver licenses when replacing, losing (plunder) and the international car driver licenses) is performed since February 1, 2017.

4(6). Determine that the organization of provision in the multipurpose centers of the state service rendered by the Ministry of Internal Affairs of the Russian Federation in registration and issue of the passports of the citizen of the Russian Federation proving the identity of the citizen of the Russian Federation outside the territory of the Russian Federation, containing the electronic medium of information is performed:

since February 1, 2017 - at least in one multipurpose center located in the city district and the administrative center of the municipal district with population over 100 thousand people and also in the federal city;

since January 1, 2018 - at least in one multipurpose center located in the city district and the administrative center of the municipal district with population over 50 thousand people.

According to the decision of the founder of the multipurpose center in the presence of the corresponding material and financial opportunities the organization of provision of the specified state service rendered by the Ministry of Internal Affairs of the Russian Federation is possible in the multipurpose centers of the subject of the Russian Federation located in the territory of the municipal district or the city district with population smaller than it is provided by paragraphs second and third this Item.

4(7). Determine that the organization of provision in the multipurpose centers of the state service rendered by the Ministry of Internal Affairs of the Russian Federation in issue of certificates of that, is or person is not subjected to administrative punishment for consumption of drugs or psychotropic substances without appointment of the doctor or new potentially dangerous psychoactive agents, it is performed since January 1, 2017".
