To add 1) with Article 7.29.3 of the following content:

"Article 7.29.3. Violation of the law of the Russian Federation about contractual system in the field of purchases in case of procurement planning

1. Inclusion in procurement plan or the schedule of purchases of object or the subjects to purchase which are not answering the purpose of implementation of purchases or the established legislation of the Russian Federation and other regulatory legal acts of the Russian Federation on contractual system in the field of purchases to requirements to the goods which are purchased by the customer, works, services and (or) standard costs or inclusion in the schedule of purchases of the starting (maximum) price of the contract including signed with the single supplier (the contractor, the contractor) concerning which reasons are absent or does not conform to the requirements established by the legislation of the Russian Federation and other regulatory legal acts of the Russian Federation on contractual system in the field of purchases -

attracts imposing of administrative penalty on officials at the rate from twenty thousand to fifty thousand rubles.

2. Non-compliance with procedure or form of reasons for the starting (maximum) price of the contract, reasons for subject to purchase (except for descriptions of subject to purchase) -

attracts imposing of administrative penalty on officials in the amount of ten thousand rubles.

3. Violation of procedure or terms of carrying out obligatory public discussion of purchases or not carrying out obligatory public discussion of purchases -

attracts imposing of administrative penalty on officials in the amount of thirty thousand rubles.

4. Violation of term of approval of procurement plan, the scheduled plan of purchases (the changes made to these plans) or the term of placement of procurement plan, the scheduled plan of the purchases (made to these plans of changes) in unified information system in the field of purchases -

attracts imposing of administrative penalty on officials at the rate from five thousand to thirty thousand rubles.";

2) in Article 7.30:

a) in paragraph one of part 1.4 of the word "except as specified, provided by parts 1 - 1.3 these Articles" shall be replaced with words "except as specified, provided by parts 1 - 1.3 and 1.7 these Articles";

b) add with part 1.5 following of content:

"1.5. attracts imposing of administrative penalty on officials in the amount of thirty thousand rubles.";

c) add with part 1.6 following of content:

"1.6. Placement in unified information system in the field of purchases of the notice on implementation of purchase or the direction of the invitation to take part in determination of the supplier (the contractor, the contractor) if information on such purchase is not included in the schedule, -

attracts imposing of administrative penalty on officials in the amount of thirty thousand rubles.";

d) add with part 1.7 following of content:

"1.7. Placement in unified information system in the field of purchases of the notice on implementation of purchase or the direction of the invitation to take part in determination of the supplier (the contractor, the contractor) if the instruction about recognition of such purchase unreasonable was taken out and if the violation specified in the instruction is not eliminated, -

attracts imposing of administrative penalty on officials in the amount of thirty thousand rubles.";

3) in Article 7.32:

a) add with part 8 of the following content:

"8. Non-compliance with requirements of the legislation of the Russian Federation and other regulatory legal acts of the Russian Federation about contractual system in the field of purchases about conducting examination of the delivered goods, results of the performed work, the rendered service or separate stages of execution of the contract if in accordance with the legislation of the Russian Federation about contractual system in the field of purchases the customer shall involve in conducting such examination experts, the expert organizations, -

attracts imposing of administrative penalty on officials in the amount of twenty thousand rubles.";

b) add with part 9 of the following content:

"9. Not creation of documents on acceptance of the delivered goods, the performed work (its results), the rendered service or separate stages of delivery of goods, performance of work, rendering service or not direction of motivated refusal of signature of such documents in case of refusal from their signing -

attracts imposing of administrative penalty on officials in the amount of twenty thousand rubles.";

c) add with part 10 of the following content:

"10. Acceptance of the delivered goods, the performed work (its results), the rendered service or separate stage of execution of the contract in case of discrepancy of these of goods, work, service or results of the performed works to terms of the contract if the revealed discrepancy is not eliminated by the supplier (the contractor, the contractor) and led to additional expenditure of means of the relevant budget of budget system of the Russian Federation or reduction of quantity of the delivered goods, amount of the performed works, the rendered services for ensuring the state and municipal needs, -

attracts imposing of administrative penalty on officials at the rate from twenty thousand to fifty thousand rubles.";

4) Article 19.5:

a) add with part 7.3 following of content:

"7.3. Repeated making by the official of the administrative offenses provided by parts 7 and 7.1 of this Article -

attracts disqualification for a period of one year.";

b) add with part of 20.1 following contents:

"20.1. Repeated making by the official of the administrative offense provided by part 20 of this Article -

attracts disqualification for a period of two years.";

5) in Article 19.7.2:

a) add the name with words ", body of internal state (municipal) financial control";

b) the paragraph one of part 1 after the words "for ensuring the state and municipal needs" to add with the words "body of internal state (municipal) financial control";

10) in Article 28.3:
