About modification of the subitem 4 of Item 24 of the Section VI "Final and transitional provisions" of the Budget code of Ukraine

The Verkhovna Rada of Ukraine decides:

I. The subitem 4 of Item 24 of the Section VI "Final and transitional provisions" of the Budget code of Ukraine (2010, 572) to state sheets of the Verkhovna Rada of Ukraine to Art. No. 50-51, in the following edition:

"4) temporarily, before return of settlements under control of the government, remaining balance of means of local budgets of such settlements considered as of January 1, 2016 on accounts in bodies of Treasury of Ukraine are enlisted in special fund of the corresponding regional budgets of the Donetsk and Luhansk regions. Remaining balance of means is listed by bodies of Treasury of Ukraine and is reflected them in financial accounting and the reporting on execution of local budgets under classification of financing of the budget. The remaining balance of means enlisted in regional budgets goes on:

recovery of objects of social and transport infrastructure, housing stock, systems of ensuring life activity, including their content, and social and economic development of the Donetsk and Luhansk regions;

repayment from the regional budget of Donetsk region of local debt of the Donetsk city council which arose on the credit obtained in "National Export-import Bank of Ukraine" public joint stock company (the credit agreement No. 151110K26 of November 5, 2010). Authorize the Donetsk regional public administration, the Donetsk regional military civil authorities to provide debt repayment of the Donetsk city council on such credit.

Lists of objects and actions which will be performed at the expense of the specified remaining balance of means affirm the relevant regional public administrations, regional military civil authorities in coordination with Committee of the Verkhovna Rada of Ukraine concerning the budget. At the same time such lists cannot include objects and actions in the territories of certain areas, cities, settlements and villages where public authorities temporarily do not perform the powers, and in the settlements located on the line of contact".
