in subsection "1. Leading employees "Section XXI:
to add the name of subsection with the words "and professionals";
add subsection after line item
"Heads of organizations, organizations 12-17"
such line items:
"Senior military priest (chaplain) 14-15
Military priest (chaplain) 12-14".
