The organization or implementation by person of activities for attraction of money and (or) other property of physical persons and (or) legal entities under which payment of the income and (or) provision of other benefit to persons whose money and (or) other property are attracted earlier, are performed at the expense of borrowed funds and (or) other property of other physical persons and (or) legal entities in the absence of the investing and (or) other legal business or other activities connected with use of borrowed funds and (or) other property in the amount comparable to amount of borrowed funds and (or) other property if these actions do not contain penal act, -

attracts imposing of administrative penalty on citizens at the rate from five thousand to fifty thousand rubles; on officials - from twenty thousand to hundred thousand rubles; on legal entities - from five hundred thousand to one million rubles.

2. The public distribution of information containing data on attractiveness of participation in the activities specified regarding 1 this Article, and (or) provision of means or other property within these activities and (or) appeal to participation in such activities, including made with use of mass media and (or) information and telecommunication networks including Internet network, -

attracts imposing of administrative penalty on citizens at the rate from five thousand to fifty thousand rubles; on officials - from twenty thousand to hundred thousand rubles; on legal entities - from five hundred thousand to one million rubles.";
