Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:
1. Approve the Method of forming of fuel and energy balance and calculation on its basis of the macroeconomic statistics characterizing level of consumption of fuel and energy resources it (is applied) and to enact it since forming of fuel and energy balance and calculation on its basis of the macroeconomic statistics characterizing level of consumption of fuel and energy resources for January, 2016.
2. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of January 4, 2013 No. 2 "About approval of the Method of forming of fuel and energy balance and calculation of power consumption of gross domestic product and energy independence" (The national legal Internet portal of the Republic of Belarus, 27.02.2013, 7/2302).
3. This resolution becomes effective since February 22, 2016.

1. This Technique establishes procedure for forming of fuel and energy balance (further - TEB) and calculation on its basis of the macroeconomic statistics characterizing level of consumption of fuel and energy resources.
2. This Technique is developed according to the Management on energy statistics prepared by International Energy Agency (further - MEA) jointly with Statistical bureau of the European community, and also taking into account the International recommendations about energy statistics (IRES) developed by UN Statistical division.
3. TEB represents system of the statistics (further – system of indicators of TEB) created in the form of the balance sheet table and characterizing the total amount and structure of forming of fuel and energy resources, processes of their transformation (transformation), and also end use.
The system of indicators of TEB gives the chance to perform the analysis and assessment of changes in structure of production and consumption of fuel and energy, their effective use in various sectors of economy, to determine the main directions of development of fuel and energy complex, and also forms the main information base for calculation of the macroeconomic statistics characterizing level of consumption of fuel and energy resources in various sectors of economy and across the Republic of Belarus in general.
The main macroeconomic statistics characterizing level of consumption of fuel and energy resources, calculated by National Statistical Committee based on system of indicators of TEB are:
power consumption of gross domestic product;
the relation of production volume (production) of primary energy to amount of gross consumption of fuel and energy resources (further – energy independence);
the relation of production volume (production) of primary energy from renewable energy resources to amount of gross consumption of fuel and energy resources.
4. Forming of TEB and calculation on its basis of the macroeconomic statistics characterizing level of consumption of fuel and energy resources are performed by National Statistical Committee monthly for the 45th day after the accounting period (preliminary data) and annually till July 10 (final data) based on the aggregative primary statistical data obtained in forms of the state statistical reporting, and official statistical information on foreign trade in goods. Lists of the forms of the state statistical reporting used in case of monthly and annual forming of TEB are provided according to appendices 1 and 2.
5. In this Technique the following terms and their determinations are used:
renewable energy resources - sources of receipt of energy from constantly recovered natural processes (energy of the sun, wind, natural movement of water flows, wood fuel, other types of biomass, biogas, heat of the earth), and also other power sources which are not relating to non-renewable;
secondary energy - energy content of secondary energy products;
secondary energy products - energy products which are result of transformation (transformation) of primary energy products with use of chemical, physical and other methods;
unit of conditional fuel - the conventional unit of measurement applied to reflection of total quantity of all types of fuel and energy. As unit of conditional fuel in the Republic of Belarus the ton of coal equivalent which corresponds to coal ton with the lowest calorific capability equal to 7000 kcal/kg is used;
fuel conversion factor in tons of conditional fuel - the relation of the lowest calorific capability of physical unit of mass (amount) of fuel to the lowest calorific capability of unit of mass of conditional fuel;
unrenewable energy resources - the power sources which are saved up in the nature in the form of fossil resources: coal, oil, gas, peat, combustible slates, and also other power sources which in new geological conditions are practically not formed;
the lowest calorific capability of fuel - the energy content of fuel expressed by amount of heat generated in case of its combustion less heat necessary for evaporation of the water containing in fuel or formed in case of its combustion;
primary energy - energy content of primary energy products. Import, export and change of inventories of secondary energy are equated to equivalents of primary energy within one country;
primary energy products - energy products which demand only production or catching from the environment taking into account or without their department from the accompanying breed, cleaning or sorting before the energy containing in these sources can be transformed;
fuel - the energy product which is the energy carrier and marking out heat energy in case of its burning or other external impact. Differentiate firm, liquid and gaseous types of fuel;
physical units of measure of fuel and energy - unit of measure of fuel and energy most of which fully correspond to its physical condition and require the simplest methods and devices of measurement;
energy products - the products used as power sources or energy carriers. Differentiate energy products as direct use (for example, heat and electrical energy), and the energies of any external impact requiring for release (for example, chemical which is performed by combustion of fuel).
6. TEB represents the complex balance uniting balances of different types of primary and secondary energy products in whole and is under construction in the form of the balance sheet table in form according to appendix 3, headings of columns of which contain names of balances, in bokovika – the balance sheet items characterizing movement of flows of primary and secondary energy and their equivalents.
7. Balances in columns with 1 on 22 balance sheet tables are product, that is created by certain type or group of primary or secondary energy products. The list of product balances is provided according to appendix 4.
The balance in column 23 of the balance sheet table represents summary TEB.
8. The list of balance sheet items conditionally is divided into four blocks balancing among themselves.
9. The first block contains the balance sheet items characterizing structure of deliveries to the country of primary energy and its equivalents:
production (production) of primary energy (+);
import (+);
export (-);
scope change of inventories (+,-);
gross consumption of primary energy and its equivalents (=).
10. The second block contains the balance sheet items relating to the sector of transformation (+,-) and the characterizing processes of transformation of one types of energy in others.
11. The third block contains the balance sheet items characterizing not energy use of fuel:
not energy sector (-);
losses (-).
12. The fourth block contains the balance sheet items characterizing visible consumption of fuel and energy resources by final consumers, and statistical discrepancy with settlement consumption:
final consumption (=);
statistical discrepancies (+,-).
13. Production (production) of primary energy includes production (production) of primary energy products from natural sources after removal from fuel of inert substances, including the energy consumed by the producer in production process (production) of the specified products (expense on own needs).
Data on the associated petroleum gas burned in torches natural do not join in the total production (production) of gas.
Production (production) of firewood, biogas, other biomass, and also non-renewable waste is equated to their consumption in fuel quality in all sectors of consumption.
Production (production) of atomic energy is equated to amount of heat developed in the nuclear reactor (further – warmly nuclear reactor), and determined in the settlement way based on data on gross production of electricity at nuclear power plant (further – the NPP) and efficiency of the NPP.
Production (production) of primary energy in columns 21 and 22 of the balance sheet table is equated respectively to quantity of the electric power and heat power, made due to energy use from the environment (gidro-, vetro-, geothermal, solar energy and other energy from the environment).
14. Data on import and export of primary energy and its equivalents are created based on official statistical information on foreign trade in goods.
Data on import and export include also data on import and export of the bunker fuel used for gas station of aircrafts.
15. Scope change of inventories of primary energy and its equivalents reflects arithmetic difference of inventory quantities for the beginning and the end of the year at the organizations which are consumers and suppliers of fuel and energy resources. Value with the sign "+" means involvement of inventories when the inventory quantity on the end of the year has smaller value, than for the beginning of year. Value with sign" -" means that the inventory quantity on the end of the year exceeds amount size for the beginning of year and it demonstrates their accumulating.
The inventory quantity does not join inventory quantity of the fuel pledged in the state and mobilization material reserves, inventories of oil and natural combustible gas in oil and gas pipelines and also inventories of minerals.
16. Gross consumption of primary energy and its equivalents reflects the total amount of deliveries of primary energy and its equivalents on the domestic market for all needs (consumption in the sector of transformation, not energy needs, final consumption in sectors of economy) taking into account losses.
17. In the sector of transformation the energies this about processes of transformation (transformation) of one types in others are reflected.
Data on consumption of primary energy (entrance) are reflected with sign "-", and about production of secondary energy (exit) – with the sign "+".
The data reflected in the sector of transformation with sign "-", include: fuel consumption on production of heat and electrical energy (at power plants, combined heat and power plants (further – combined heat and power plant), in the boiler and other power developing installations); expense of heat of the nuclear reactor for production of electricity on the NPP; expense of electrical energy on production of heat energy in electric boilers; fuel consumption as raw materials for conversion in other types of fuel, including by briquetting, distillation, crushing, mixing and other methods (for example, consumption of peat on production of fuel briquettes, oils on production of fuel oil products, biofuel and diesel fuel on production of biodiesel fuel and so on).
The data reflected in the sector of transformation with the sign "+" include data on exit of secondary energy after transformation primary, that is the fuels this about production of heat and electrical energy as a result of burning, transformations of electrical energy in electric boilers and due to use of heat of the nuclear reactor on the NPP, fuel briquettes as a result of briquetting of peat, fuel oil products as a result of oil refining, wood pellet and granules, fuel spill from firewood and other secondary energy products.
Exit of electrical energy includes gross production of electricity as a result of combustion of fuel at power plants, steam-gas and gas-turbine installations, diesel generators and other toplivopotreblyayushchy installations, and also gross production of electricity due to use of heat of the nuclear reactor on the NPP.
In the sector of transformation consumption data of fuel and electric power exit in electric generators are not reflected in courts, in trains, in road transport, serving electric devices and constituting with them the single aggregate, intended for accumulator charging and to that similar.
Exit of heat energy includes gross production of heat energy (vapor and hot water) at combined heat and power plant, mini-combined heat and power plant, boiler installations (except for boiler rooms performance of less 0,5 of the Gcal/hour which do not have contracts with other organizations and the population for power supply), the other toplivopotreblyayushchy installations intended for production of heat energy and also electric boilers.
The heat received in coppers of power plants and used as intermediate energy resource in case of development of electrical energy in turbogenerators and steam turbines does not join in production volume of heat energy.
Data on production of electrical and heat energy due to energy use from the environment (gidro-, vetro-, geothermal, solar energy and other energy from the environment), and also as a result of utilization of secondary energy resources are not reflected in the sector of transformation.
This about transformation the processes connected with production of heat and electrical energy are brought in breakdown on categories of power stations, with conversion in other types of fuel – by conversion types.

18. Consumption in not energy sector includes the amounts of consumption of fuel connected with its use in quality:
raw materials on production of chemical, petrochemical and other not fuel products (for example, consumption of oil as raw materials on production of not fuel oil products: lubricant oils, lubricant, tar, construction and roofing petrobitumen, paraffin, gasoline-solvent, white spirit and to that similar; natural gas - on production of sulfur, ammonia, hydrogen, methanol, mineral fertilizers; fuel oil - as additive in case of production of pavings and other not fuel products);
material for not fuel needs (for example, consumption of fuel oil as lubricant, kerosene and automobile gasoline on washing of details and so forth).
