About modification and amendments in the Law of the Kyrgyz Republic "About protection and use of historical and cultural heritage"

Article 1. Bring in the Law of the Kyrgyz Republic "About protection and use of historical and cultural heritage" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2000, No. 1, the Art. 16) the following changes and amendment:
1. Recognize preamble invalid.
2. The name and paragraph one of Article 1 to state in the following edition:
"Article 1. Purpose and tasks of this Law
The purpose of this Law is ensuring safety, protection and comprehensive effective use of objects of historical and cultural heritage.
Task of this Law is regulation of social legal relations in the field of protection and use of historical and cultural heritage, namely:".
3. Add the law with Article 1-1 of the following content:
"Article 1-1. Subject of regulation of this Law
This Law establishes precepts of law in the field of protection and use of the objects of historical and cultural heritage in the territory of the Kyrgyz Republic representing unique value for the people.
The law is obligatory for all legal entities and physical persons, determines their rights and obligations in the field of protection and use of objects of historical and cultural heritage.".
4. State Article 2 in the following edition:
"Article 2. Legislation of the Kyrgyz Republic on protection and use of historical and cultural heritage
The legislation of the Kyrgyz Republic on protection and use of historical and cultural heritage consists of this Law and other regulatory legal acts of the Kyrgyz Republic published according to it and also which came in the procedure established by the law into force of international treaties which participant is the Kyrgyz Republic (further - the international agreements).".
5. Regarding 3rd Article 7 "interstate" to replace the word with the word "international".
