For the purpose of this Federal Law the following basic concepts are used:

the cargo vehicle - the driverless vehicle intended for transportation of goods or the driverless vehicle with trail car or semitrailer truck;

the Russian carrier - the Russian legal entity or physical person using the cargo vehicle belonging to it or the bus (further - the vehicle) for transportation of goods or passengers;

foreign carrier - the foreign legal entity or physical person using the vehicle belonging to it for transportation of goods or passengers;
