"13(1). Requirements of subitems "e" and "l" of Item 13 of these rules do not extend to applicants - participants of the exchange biddings assuming to perform oil supply (oil products) to the domestic market of the Russian Federation and also assuming to perform supply of oil products out of limits of the territory of the Russian Federation.".
