"Article 2. Basic concepts
For the purpose of this Law the following basic concepts are used:
registration accounting of citizens of the Russian Federation in the place of stay and at the place of residence within the Russian Federation - the state activities for fixing and generalization of the data on registration of citizens of the Russian Federation provided by this Law for the place of stay, registration of citizens of the Russian Federation for the residence, removal of citizens of the Russian Federation from registration accounting in the place of stay and removal of citizens of the Russian Federation from registration accounting at the place of residence within the Russian Federation. Registration accounting of citizens of the Russian Federation has notifying nature and reflects the facts of arrival of the citizen of the Russian Federation in the place of stay or the residence, its stays in the specified place and departure of the citizen of the Russian Federation from the place of stay or the residence;
