the place of stay - hotel, sanatorium, rest house, boarding house, camping, tourist center, the medical organization or other similar organization, the organization of criminal executive system performing custodial sanction or forced labor, or not being the residence of the citizen of the Russian Federation premises in which he lives temporarily;

the residence - the apartment house, the apartment, the room, premises of specialized housing stock or other premises in which the citizen constantly or mainly lives in quality of the owner, according to the employment contract (subhiring), the employment contract of specialized premises or on other bases, stipulated by the legislation the Russian Federation, and in which it is registered at the place of residence. Article 3. Registration accounting of citizens of the Russian Federation in the place of stay and at the place of residence within the Russian Federation

For the purpose of providing necessary conditions for realization by the citizen of the Russian Federation of its rights and freedoms, and also execution of obligations by it before other citizens, the state and society enters registration accounting of citizens of the Russian Federation in the place of stay and at the place of residence within the Russian Federation.

Citizens of the Russian Federation shall be registered in the place of stay and at the place of residence within the Russian Federation.
