Article 1

"Article 26.3-3. Assessment of the regulating impact of projects of regulatory legal acts of subjects of the Russian Federation and examination of regulatory legal acts of subjects of the Russian Federation

1. The projects of regulatory legal acts of subjects of the Russian Federation raising the questions of implementation of business and investing activities are subject to assessment of the regulating impact which is carried out according to the procedure, established by regulatory legal acts of subjects of the Russian Federation.

Assessment of the regulating impact of projects of regulatory legal acts of subjects of the Russian Federation (further - assessment of the regulating impact) is carried out for the purpose of identification of the provisions entering excessive obligations, prohibitions and restrictions for subjects of business and investing activities or promoting their introduction, and also the provisions promoting emergence of unreasonable expenses of subjects of business and investing activities and budgets of subjects of the Russian Federation.

2. The regulatory legal acts of subjects of the Russian Federation raising the questions of implementation of business and investing activities for the purpose of identification of the provisions which are unreasonably complicating implementation of business and investing activities are subject to the expertize which is carried out according to the procedure, established by regulatory legal acts of subjects of the Russian Federation.

3. Methodical ensuring activities for evaluating regulating impacts and examinations of regulatory legal acts, including development of methodical recommendations about implementation of the procedure and procedure for evaluating the regulating impact in subjects of the Russian Federation, is performed by the federal executive body authorized by the Government of the Russian Federation.".

Article 2

Bring in the Federal Law of October 6, 2003 No. 131-FZ "About the general principles of the organization of local self-government in the Russian Federation" (The Russian Federation Code, 2003, No. 40, the Art. 3822) the following changes:

Article 7 to add 1) with part 6 of the following content:

"6. The municipal regulatory legal acts raising the questions of implementation of business and investing activities for the purpose of identification of the provisions which are unreasonably complicating implementation of business and investing activities are subject to the expertize which is carried out by local government bodies according to the procedure, established by municipal regulatory legal acts according to the law of the subject of the Russian Federation.";

2) Article 46 to add with part 3 following of content:

"3. The projects of municipal regulatory legal acts raising the questions of implementation of business and investing activities are subject to assessment of the regulating impact which is carried out by local government bodies according to the procedure, established by municipal regulatory legal acts according to the law of the subject of the Russian Federation.

Assessment of the regulating impact of projects of municipal regulatory legal acts is carried out for the purpose of identification of the provisions entering excessive obligations, prohibitions and restrictions for subjects of business and investing activities or promoting their introduction, and also the provisions promoting emergence of unreasonable expenses of subjects of business and investing activities and local budgets.".

Article 3

1. This Federal Law becomes effective since January 1, 2014.

2. Provisions of part 6 of Article 7 and part 3 of article 46 of the Federal Law of October 6, 2003 "About the general principles of the organization of local self-government in the Russian Federation" (in edition of this Federal Law) are applied No. 131-FZ in the relation:

1) the city districts which are the administrative centers of subjects of the Russian Federation - since January 1, 2015;

2) ceased to be valid according to the Federal Law of the Russian Federation of 30.12.2015 No. 447-FZ

3) ceased to be valid according to the Federal Law of the Russian Federation of 30.12.2015 No. 447-FZ
