Article 1

Bring in article 26.3-3 of the Federal Law of October 6, 1999 No. 184-FZ "About the general principles of the organization of legislative (representative) and executive bodies of the government of subjects of the Russian Federation" (The Russian Federation Code, 1999, No. 42, Art. 5005; 2013, No. 27, Art. 3468) following changes:

Item 1 to state 1) in the following edition:

"1. The projects of regulatory legal acts of subjects of the Russian Federation establishing the new or changing obligations which are earlier provided by regulatory legal acts of subjects of the Russian Federation for subjects of business and investing activities and also establishing changing or canceling earlier established responsibility for violation of regulatory legal acts of the subjects of the Russian Federation raising the questions of implementation of business and investing activities are subject to assessment of the regulating impact which is carried out by authorized bodies of the government of subjects of the Russian Federation according to the procedure, established by regulatory legal acts of subjects of the Russian Federation, except for:

a) the drafts of the laws of the subjects of the Russian Federation establishing, changing, stopping, canceling regional taxes, and also the tax rates on the federal taxes;

b) drafts of the laws of the subjects of the Russian Federation regulating budget legal relationship.";
