About approval of Fire safety regulations
For the purpose of implementation of article 5 of the Law of the Republic of Kazakhstan of November 22, 1996 "About fire safety" the Government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed Fire safety regulations.
2. This resolution becomes effective after ten calendar days from the date of the first official publication.

2. Along with provisions of these rules it is necessary to be guided by the technical regulation "General Requirements to Fire Safety" approved by the order of the Government of the Republic of Kazakhstan of January 16, 2009 No. 14, the technical regulation "Requirements to Safety of the Fire Fighting Equipment for Protection of Objects" approved by the order of the Government of the Republic of Kazakhstan of January 16, 2009 No. 16, the technical regulation "Requirements for the Equipment of Buildings, Constructions Systems of Automatic Fire Extinguishing and the Automatic Fire Alarm, the Notification and Management of Evacuation in case of the Fire" approved by the order of the Government of the Republic of Kazakhstan of August 29, 2008 No. 796 and the technical regulation "Requirements to Alarm Flowers, Marking and Signs of Safety on Production Facilities" the approved order of the Government of the Republic of Kazakhstan of August 29, 2008 No. 803 (further - Technical regulations in the field of fire safety).
3. These rules are not applied to objects of civil aviation, in the woods and on the energy objects (which are power making and power transferring) for which fire safety regulations affirm the Government of the Republic of Kazakhstan.
4. Workers are allowed to work only after passing of fire-proof instructing, and in case of change of specifics of work undergo additional training in the prevention and suppression of the possible fires. The list of professions (positions), procedure and terms, thematic and curricula of passing of fire-proof instructing and classes in fire technically minimum are established by authorized body in the field of fire safety (further - authorized body).
5. In case of work planning, the systems connected with shutdown and means of fire protection, and also about the change of road condition and entrances which are on balance of the organization or in its territory, owners of objects need to notify local authorities of fire service by the letter containing the preliminary information about work terms, nature of changes. In case of emergency nature of works the notification is made within three days. For closing of roads in appropriate places direction signs of detour are established or moving through the repaired sections of the road or drives are arranged.
6. The procedure for content of the territory of the organizations and settlements, buildings, constructions and structures, evacuation ways and exits is determined according to the technical regulation "General Requirements to Fire Safety".
7. Installation, adjustment, operation of power networks, electroinstallations and electrotechnical products, and also control of their technical condition are performed according to provisions of the these rules, Regulations for electrical installation and User Rules for Operating Electrical Equipment approved by the Government of the Republic of Kazakhstan, the technical regulation "General Requirements to Fire Safety".
8. Electric motors, electric lamps, management personnels, the puskoreguliruyushchy, control and measuring and protective equipment, the service equipment, electrical wiring and cable lines are used with degree of protection, corresponding to class of zones on regulations for electrical installation and to appendix of 1 technical regulation "General Requirements to Fire Safety".
9. All electroinstallations are protected by devices of protection against the currents of short circuit and overloads able to lead to the fires and fire.
10. All current carrying parts, distributing devices, devices and measuring devices, and also safety devices of explosive type, knife switches, and all other starting devices and devices are mounted only on the nonflammable bases (marble, textolite, гетинакс).
11. Connections, okontsevaniye and branches of veins of wires and cables in order to avoid dangerous transitional resistance in the fire relation are made by means of pressure testing, welding, the soldering or special clips.
12. Junctions and branches of veins of wires and cables, and also connecting and otvetvitelny szhima are isolated, is equivalent isolation of veins of the whole places of these wires and cables.
13. Connection and branch of wires and cables, except for the wires laid on the isolating support are carried out in connecting and otvetvitelny boxes, in insulating cases of connecting and otvetvitelny szhim, in special niches of building constructions, in cases of electroadjusting products, devices and machines. When laying on the isolating support connection or branch of wires are carried out directly at the insulator, klitsa or on them, and also on roller.
Connecting and otvetvitelny boxes are provided with protective covers.
14. The device and operation of power supply networks temporary barracks is not allowed. The temporary illyuminatsionny installations and electrical wiring feeding production sites of construction and temporary repair installation works can be exception. Tension of temporary power network shall not exceed 36 Volts, and in especially dangerous places (especially crude sites, wells, metal reservoirs, coppers) it is not higher than 12 Volts.
15. Portable lamps are equipped with protective glass caps and grids. Flexible cables and wires with copper veins, specially intended for this purpose, taking into account possible mechanical impacts are applied to these lamps and other figurative electrical accessories.
16. For food of automatic installations of fire extinguishing, the fire alarm, emergency lighting the independent power network is provided, beginning from the introduction distributing device to the consumer of electricity.
17. Temporary electrical wiring on the building site we are carried out by the isolated wire and 3 meters over passes and 6 meters over drives are suspended on cables and on reliable support at height of at least 2,5 of meter over workplaces.
18. Lighting searchlights in the territory of the building site are established on separate support. It is not allowed to establish searchlights on roofs from combustible materials and on buildings with polymeric heaters.
19. In case of operation of systems of heating provisions of these rules, requirements of the technical regulation "General Requirements to Fire Safety" are observed.
20. In production and other rooms the fire chamber of furnaces is made by specially allocated persons (stokers) instructed about measures of fire safety in case of operation of heating devices.
21. The fire chamber of furnaces in buildings and constructions (except for apartment houses) stops at least in two hours prior to completion of work, and in hospitals and other objects with the round-the-clock stay of people in two hours prior to withdrawal to dream.
In child care facilities with day stay of children the fire chamber of furnaces comes to an end not later than one hour before receipt of children.
22. On attics all chimneys and walls in which there pass smoke channels need to be whitewashed.
23. On giving liquid fuel in fire chamber of the furnace it is made only on metal hermetic fuel-supply lines. Toplivoprovodny connections and armature are used only factory production. Dribble of liquid fuel or leakage of gas from system of fuel feeding is not allowed.
24. In case of installation and operation of heatgenerators the following requirements are observed:
1) I will eat around, placement of reservoir for fuel and its giving to air heater to conform to requirements of passport data and specifications of these devices;
2) torches of the heatgenerating devices, connections and armature on fuel-supply lines only of factory production;
3) torches it is steady to work without separation of flame and its proskok in torch within necessary regulation of thermal loading of the aggregate.
25. In case of operation of the heatgenerating devices it is not allowed:
1) to work at the device with the broken hermeticity of fuel-supply lines and in case of the defective locking valve on it, leaky connections of the case of nozzle with the heatgenerating device, defective flues, electric motors and devices of protection, and also in the absence of thermal protection of the electric motor and other defects;
2) to work at the device with open fuel tanks;
3) to work with conclusions of respiratory pipes in placements or to garrets;
4) to work in case of not adjusted nozzle (with fuel delivery violation);
5) to apply rubber or polymeric hoses and couplings to connection of the heatgenerating devices;
6) to arrange barriers from materials of groups of combustibility G3-G4 about the device and account tanks;
7) to warm fuel-supply lines open flame;
8) to light working mix through viewing peephole;
10) to regulate gap between electrodes of candles in case of the working heatgenerating device;
11) to allow operation of the heatgenerating device in case of absence and defect of protective lattice on airintaking collectors;
12) to leave the working heatgenerating devices unguarded or to charge supervision behind them to children;
13) to violate service conditions of the heatgenerating devices, to place them in rooms (places), unadapted for these purposes.
26. In case of installation and operation of electroheaters the following requirements are observed:
1) electroheaters are allowed to application only of factory production, with the operational alarm system and blocking excluding supply of electricity on heating elements in case of the idle fan and automatic equipment of control of temperature of the coming-out air and its regulation provided by electric and thermal protection;
2) installation of electroheater, preparation for work and its start-up are carried out according to the requirements stated in operational documentation on product.
27. In case of operation of heaters it is not allowed:
1) to switch-off the alarm system or blocking;
2) to apply combustible materials to flexible insert between the case of electroheater and the fan;
3) exceeding of the maximum permissible air temperature at the exit from electroheater established by manufacturing plant;
4) to include electroheater in case of the idle fan (blocking is checked before each start-up of installation);
5) to dry clothes or other combustible materials on electroheater or near it.
28. In case of operation of systems of ventilation provisions of these rules, requirements of the technical regulation "General Requirements to Fire Safety" are observed.
29. Fire-retardant devices (gates, shiber, valves) in air ducts, devices of blocking of ventilating systems with automatic installations of the fire alarm or fire extinguishing, automatic devices of shutdown of ventilation in case of the fire are checked in the terms established by technical documentation and contain in good repair. Sensitive elements of the drive of latches (fusible locks, easily combustible inserts, thermosensitive elements) are timely cleared of pollution by combustible dust.
30. Storage in air-ventilation chambers of any equipment and materials is not allowed. Air-ventilation chambers are constantly closed on the lock. The entrance to strangers in them is not allowed.
31. Servicing of refrigeration units is performed by persons having special preparation. Their admission to independent work is performed by the order on object.
32. In premises of engine and hardware rooms of ammoniac refrigeration units at least two gas analyzers of vapors of coolant which are blocked with supply and exhaust ventilation and devices of switching off of compressors are established.
33. Cylinders with coolants (ammonia) are stored in special warehouses. Their storage in engine rooms is not allowed.
Placement of communications with coolant in evacuation corridors and passes, staircases, mines of elevators, and also their transit laying through pozharo-and explosive rooms is not allowed.
34. Ventilating systems of machine and hardware departments separate from ventilating systems of other rooms.
35. Emergency illumination of hardware and machine departments constantly contain in good repair.
36. Explosion-proof electric equipment in engine and hardware rooms of ammoniac refrigeration units contain in technically serviceable condition.
37. In use premises of engine and hardware rooms of ammoniac refrigeration units are not allowed replacement of the easily dumped elements (the panel, window, door) on other types of designs.
38. Behind hermeticity of compressors and gas pipelines systematic control is established. In case of detection of leakage of gas the compressor should be stopped for defect elimination. In case of detection of leakage of coolant through epiploons of their compressors it is necessary to replace immediately.
39. Repair of the equipment which is under pressure stuffing and pulling up of epiploons on the working compressors and pumps, consolidation of flanges on devices and pipelines without decrease (drain) in pressure in system is not allowed.
All rubbing parts of compressors are regularly greased.
40. In case of routine inspections of engine and hardware rooms of ammoniac refrigeration units it is allowed to use for lighting portable lamps no more than 12 Volts in explosion-proof execution.
41. Heating of cylinders with coolants for acceleration of filling of system is not allowed. Cylinders with ammonia are placed at distance at least 10 meters from open sources of fire and 5 meters from heating devices are not closer.
42. It is allowed to store lubricants in rooms compressor only in the closed metal container in the quantity exceeding replaceable requirement.
43. In ammoniac refrigeration units the possibility of hit in the compressor of liquid coolant is excluded.
44. Descent of oil from devices is made through oil pans after preliminary suction of the coolant dissolved in it.
Descent of oil from oil pan is made in vessel with water in case of the working ventilation.
45. In rooms of ammoniac refrigeration units internal fireplugs are equipped with the trunks sprayers allowing to receive sprayed water.
46. Install in premises of compressor departments devices or the equipment, structurally or technologically not connected with compressors, and also to arrange desks and storage rooms it is not allowed.
47. Warming of pipelines, locking devices and other equipment by means of naked flame is not allowed. For their warming are used hot water, vapor or heated sand.
48. Pipelines with coolants depending on the substance transported on them are provided with identification coloring and digital designations.
49. Change of the existing schemes of arrangement of pipelines with coolant, and also replacement of coolant without development of the corresponding plan and its approval is not allowed.
50. In places of possible mechanical damages of pipelines with coolants protection covers, grids, bridges are established.
51. Replacement of nonflammable heat insulation of pipelines with coolants on combustible is not allowed.
52. The refrigerating station is equipped with at least two exits, one of which is established directly outside.
53. Premises of the refrigerating station are equipped with the self-closed doors with dense antechurch.
54. In case of operation of the engineering equipment provisions of these rules, requirements of the technical regulation "General Requirements to Fire Safety" are fulfilled.
55. Use by the organizations of the elevators having operating mode "transportation of fire divisions" is regulated by the instructions approved by the head of the organization.
56. Operation and content of sources of fire-water supply is carried out according to provisions of these rules, requirements of the technical regulation "General Requirements to Fire Safety".
57. Networks of fire-proof water supply system contain in good repair and provide required pressure and consumption of water on needs of fire extinguishing. In case of insufficient pressure pumps-povysiteli are established.
58. In apartments of apartment houses and living rooms of hostels it is not allowed to arrange different workshops and storage facilities where explosion-fire-hazardous substances and materials are applied and stored, and also to lease them under rooms of other appointment.
59. In apartments and living rooms it is not allowed:
1) storage of flammable and combustible liquids, gas cylinders on balconies and loggias;
2) smoking in bed;
3) ejection of stubs from balconies and loggias;
4) uncontrolled leaving on plate of the preparing food.
60. Use of technical floors, technical undergrounds, air-ventilation chambers, boiler rooms, machine rooms of elevators and garrets not for the intended purpose (under warehouses, archives, and also rooms of other appointment), and also for storage of combustible materials is not allowed. Doors of these rooms are locked from which keys are in certain, available to obtaining at any time, the place with the round-the-clock stay of personnel on duty).
61. In hostels (except for premises) the places allocated for smoking are equipped with text "Smoking area", ballot boxes or ashtrays from nonflammable materials.
62. Use of naked flame for detection of leakages of gas from gas pipelines, gas cylinders and devices, warming of the frozen pipelines, engineering communications is not allowed. The warming up of the frozen pipelines, the equipment, engineering communications, gas cylinders is made by hot water, vapor and heated sand.
63. For ensuring safe evacuation it is not allowed:
1) the device in walls "рассечек", separating amount of the main staircase the cellar (first floor), doorway with doors promoting bystry smoke of staircase in case of fire in the basement or first floor;
To establish 2) on the ways of evacuation sliding, lifting, revolving doors and tourniquets without duplication by their oar doors;
3) to perenaveshivat the doors interfering exit from buildings and rooms;
4) removal of the doors separating staircase or lobby in which exit from staircase, from general corridors is arranged;
To arrange 5) on the ways of evacuation "false" doors, to establish the stained-glass windows, mirrors, tourniquets and other devices interfering normal evacuation;
6) to encumber exits through doors and hatches to attics and roof;
To warehouse 7) under marches of staircases, household goods (baby carriages, the sledge, bicycles, furniture) and the device of different rooms, except for nodes of management of central heating and water-measuring nodes;
8) to switch off at night illumination of ladders and to close on locks and the hardly exempted locks of door of staircases during stay in the building of people.
64. In case of construction of the furnace Kamenka of bath it is necessary:
1) on floor, just before furnace fire chamber door to place layer of heat-insulating material, from above which metal leaf the size 0, 5x meter 0,7;
2) distance from furnace door to opposite wall to execute at least 125 centimeters; if the wall or partition are made of combustible material, then opposite to door to establish the heatreflecting screen which area it exceeds the area of furnace aperture twice;
3) in case of the furnace Kamenka device in wall aperture to execute gap between the furnace and wall in 28 centimeters; to place layer of heat insulation in this interval and further to close up it bricklaying thickness in one brick;
4) space between the outside surface of Kamenka and wall or partition, made of combustible materials to make equal 26 cm with the device on wall or partition of protective layer of fireproof material;
5) between outside surface of brick chimney and obreshetka, rafters and other combustible details of roof to provide gap thickness it is at least 13 centimeters in which to place fireproof insulating materials;
6) for furnaces on coal application of asbestos-cement and metal flues is not allowed.
65. In individual apartment houses the device of rooms of baths of dry heat (sauna) according to Chapter 21 provisions is allowed to these rules.
66. On the way of traffic to gardening partnerships in case of congress from the main highway, and then in case of each turn or branching of the road indexes with the name of country cooperative, gardening partnership and distances to them are established.
67. At entrances on the territory of country cooperatives, gardening partnerships, garage cooperatives, open parking schemes with the under construction and temporary buildings and constructions, entrances, entrances, fire drives, the location of sources of fire-water supply, fire extinguishing means, means of the notification and communication applied on them, the fire fighting equipment according to the technical regulation "Requirements to Alarm Flowers, Marking and Signs of Safety on Production Facilities" and construction regulations are hung out.
Schemes are made of material steady against atmospheric actions.
68. In the territory of rural settlements, country cooperatives, gardening partnerships it is necessary:
1) to establish special devices for giving of sound signals (siren, bell, pieces of rail with Bill) for the notification of people on case of emergence of the fire and to be created water-supplies for the purposes of fire extinguishing;
2) during the summer period about each residential building to establish reservoirs with total water-supply at least 200 liters or the fire extinguisher;
3) to organize dumps of combustible waste it is not allowed. For collection not of utilizable waste and garbage in the territory of the residential buildings and hostels (which are not equipped with refuse chute), country cooperatives, gardening partnerships, garages and open parking in specially equipped places metal reservoirs with the closed covers are established. Reservoirs are established on the concreted or asphalted platforms at distance at least 25 meters from buildings and constructions.
69. Country cooperatives and gardening partnerships are equipped with fire reservoirs in reservoir at least 25 m3. Fire reservoirs are equipped with non-freezing ice-holes.
70. During the summer period near each country house reservoirs with water in general reservoir at least 200 liters are established.
71. At the water sources intended for the fire extinguishing purposes platforms (piers) for installation of fire rescue trucks and motor-pumps are equipped.
72. In the territory of country cooperative, gardening partnership fire boards at the rate of one board on each 20 sites are established.
73. On water towers, and also the systems of water supply system (diameter of 100 millimeters and more) used in summertime through each 120 meters devices for water intake by the fire fighting equipment in case of fire are provided. These devices contain in good repair.
74. At the watchman of country cooperative, gardening partnership the plate with indication of the exact address of the location of two next phones and the address of the nearest body (division) for emergency situations is hung out.
75. When closing dachas, garden lodges for long time the power supply network is cut off power, gates (valves) of cylinders with gas are densely closed.
76. For the settlements located in the woods, the device of protective fire-proof strips, landing of deciduous plantings, removal during the summer period of dry vegetation is provided to executive bodies and forest owners.
77. In the rural zone on facades of individual apartment houses (gates or gate household) plates with the image of stock with which to residents of these houses arrive to fire extinguishing are hung out.
78. Residential buildings in the rural zone are equipped with the ladders reaching roof, and on roof - the ladder reaching roof ridge.
79. The territory of rural settlements, block and container buildings, housing and gardening estates is equipped with means of the sound alarm system for the notification of people on case of the fire and water-supply for the purposes of fire extinguishing.
80. During the summer period in the conditions of steady dry, hot and windy weather in rural settlements and the companies, housing estates, garden sites cultivation of fires, carrying out fire-dangerous works on certain sites, fire chamber of the furnaces, the kitchen centers and boiler installations using solid fuel is not allowed.
81. Settlements and separately located objects are provided with operational telephone or radio communication for the message on the fire in fire service.
82. Warehousing of mows on farmstead sites of apartment houses at least 15 meters to buildings and outdoor constructions are carried out at distance. In case of impossibility of warehousing of hay at the specified distance, on condition of providing the place of warehousing with additional reservoir with water at least 500 liters, distances are reduced to 5 meters.
83. Not allowed
1) warehousing on roofs of sheds and other economic structures;
2) warehousing under power lines;
3) at distance less than 3 meters from external barrier of the site;
4) to place stacks, shocks, ricks of hay, straw, other types of rough forages on streets, roads, out of personal plots.
84. Local executive bodies, depending on climatic conditions of the area develop the schedule of delivery of hay on personal plots and control on its accomplishment is organized.
85. Rough forages are transported by specially equipped vehicle which exhaust pipes are removed under radiator and are equipped with spark arresters.
86. The vehicles intended for transportation of rough forages in addition are equipped with two powder fire extinguishers.
87. Height of warehousing of rough forages is carried out no more than 4 meters from earth level.
88. In hotels, motels, campings instruction sheets with fire safety regulations in the state and Russian languages are hung out. In case of accommodation of foreign citizens, instruction sheets of measures of fire safety are carried out in several languages.
89. On door inside in numbers of hotels, motels, campings and hostels individual plans of evacuation of people for case of emergence of the fire with indication of on the plan of number or the room, emergency exits and ways of movement to them, locations of fire extinguishing means and the alarm system with the necessary explanatory text are hung out.
90. In premises of hotels on residential floors it is not allowed to place warehouses, offices, offices.
91. The service personnel of buildings of hotels, campings, motels, is provided with individual remedies of respiratory organs and electric lamps which are stored directly on workplace.
92. Works on pilot (experimental) plants, connected using explosion-fire-hazardous and flammable substances and materials, are made only after their acceptance in operation by the departmental commission appointed by the order of the director. The commission determines degree of their vzryvopozharoopasnost and fire danger and prepares the conclusion about possibility of their installation in different rooms.
93. With pupils and students it is necessary to organize classes in studying of fire safety regulations in life and actions on fire case. With elementary grades, and also in preschool institutions it is necessary to have talks on fire-proof subject. At comprehensive schools, vocational schools, colleges and higher educational institutions - instructive classes in studying of fire safety regulations.
94. In laboratories and other rooms storage of flammable and combustible liquids in the quantities which are not exceeding replaceable requirement is allowed. Delivery of liquids to rooms is made in the closed safe container.
95. It is not allowed to carry out works in fume cupboard if in it there are substances, materials and the equipment which are not relating to the carried-out transactions and also in case of its defect and the disconnected system of ventilation.
96. Wooden parts of fume cupboards to whom works with flammable substances are carried out are painted by fireproof varnish or become covered with nonflammable materials.
97. The fulfilled flammable and combustible liquids upon termination of the working day gather in the special closed container and are removed from laboratory for further utilization.
98. It is not allowed to merge flammable and combustible liquids in the sewerage.
99. Vessels in which works with flammable and combustible liquids were carried out after the end of experience are washed out by fireproof solutions.
100. In multi-storey buildings of child care facilities of group (classes) of children of younger age take place not above the second floor.
101. In case of arrangement of furniture and the equipment in classes, offices, workshops, bedrooms, dining rooms and other rooms free evacuation of people and approach to fire extinguishing means is provided.
102. In educational classes and offices only furniture, devices, necessary for ensuring educational process, model, accessory, benefit which are stored in cases, on racks or on stationary established racks are placed.
103. The number of school desks (tables) in educational classes and offices shall not exceed the quantity established by the project.
104. Upon termination of occupations all explosion-fire-hazardous and flammable substances and materials clean up offices, laboratories and workshops in nonflammable cases (boxes) established in certain rooms.
105. Upon termination of work all rooms with shutdown of the available electroconsumers, except devices and electric devices of continuous action are examined.
106. Oven heating, application kerosene and electric heaters in school buildings and preschool institutions with a capacity more than 25 people is not allowed.
107. In school buildings and preschool institutions with the round-the-clock stay of children the round-the-clock watch of service personnel with ensuring telephone communication is established.
108. The buildings intended for summer holiday of children and improving the camp are equipped with two and more emergency exits of leaders directly outside.
109. Timber buildings of children's recreation camps are provided one-storey. Frame and panel board buildings are plastered, and have nonflammable roof and nonflammable heater.
110. Extreme capacity of timber buildings is provided by quantity to 50 children, from calculation of 2,5 of square meter on one child.
111. Not allowed
To hand over 1) in tenancy of the operating children's recreation camps;
2) to cover buildings with combustible materials (straw, spill, cane, толью);
4) to arrange kitchens, laundries in the timber buildings occupied by children;
5) to place more than 50 children in buildings from combustible designs;
6) to heat furnaces, to apply kerosene and electric heaters in the rooms occupied by children during the summer period.
112. Laundries and kitchens, in places of summer holiday of children and recreation camps are placed in the isolated structures at distance at least 15 meters from timber buildings in which children accommodate.
113. Accommodation of children in the places of summer holiday, recreation camps which are not provided with outside fire-water supply is not allowed.
114. Places of summer holiday of children, summer improving the camp are provided with telephone communication, alarm signal on case of the fire and emergency firefighting equipment. In them the round-the-clock watch of service personnel is established. In rooms on duty telephone is installed.
115. Under the organization and holding actions with mass stay of people:
1) only the rooms provided with at least than two emergency exits and the located not higher than 2 floors in buildings with combustible overlappings are used;
2) fir-trees are established on the steady basis and so that branches did not concern walls and ceiling, did not complicate exit from the room;
3) in case of absence in electric lighting, action, at fir-tree are carried out only during daylight hours;
4) illumination is carried out with observance of requirements of Regulations for electrical installation.
