1. Approve the enclosed Instruction about procedure and conditions of equipment of users and electric power producers by metering devices of its expense.

2. This resolution becomes effective since February 2, 2012.

CHAPTER 1. GENERAL PROVISIONS

1. This Instruction determines procedure and conditions of equipment of users and electric power producers (further - the electric power) metering devices of its expense.

This Instruction is obligatory for all organizations irrespective of legal form and pattern of ownership, the individual entrepreneurs and citizens participating in continuous process of production, transfer, distribution, transformation and electric power consumption.

2. For the purposes of this Instruction terms in the values determined by the Rules of electric utility service approved by the resolution of Council of Ministers of the Republic of Belarus of October 17, 2011 No. 1394 are used (The national register of legal acts of the Republic of Belarus, 2011, No. 121, 5/34630), and also the following terms and their determinations:

the active electric power - the integral component of energy of the variation electromagnetic field arising in the course of generation and consumed by electroreceivers for its transformation to other types of energy and making of useful work;

the household subscriber - the subscriber using the electric power for household consumption;

the measuring channel of system - functionally integrated set of technical means provided by algorithm of its functioning, performing the finished function from perception of the measured size before indication or registration of result of measurement inclusive or transformation of result of measurement to the signal convenient or for further use out of informatsionnoizmeritelny system (further - IIS), or for input in the digital or analog device which is part of IIS;

the multirate meter - the electric power meter supplied with set of calculating mechanisms each of which works in the established time intervals corresponding to different rates;

the nonindustrial consumer - the legal entity or the individual entrepreneur whose core activity is the rendering to citizens and (or) the organizations of services in spheres of training (education), culture, art, health care, physical culture, tourism, rest and sport, transport, communication, trade and public catering, consumer services, housing and communal services using the electric power;

object of accounting - the electroinstallation of the power supplying organization and (or) the consumer of electricity equipped or which needs to be equipped with electric power metering devices;

object of the power supplying organization (further - power facility) - electroinstallation, held for use in processes of turnover of the electric power;

the electric power metering device (further - the metering device) - the technical tool which is subject to approval as type of measuring instruments or metrological certification;

means of accounting of the electric power and (or) capacity (further - means of accounting) - metering devices, the automated control system and accounting of the electric power (further - ASKUE), the communication equipment, and also others additional technical and the software used in accounting of quantity of the electric power and (or) capacity;

subjects of accounting are citizens, including individual entrepreneurs, and the legal entities having objects of accounting;

technology expense (losses) of the electric power on its transportation in power network (further - technology expense (losses) of the electric power) - the expense (losses) of the electric power caused by physical processes in conductors and electric equipment in case of transmission of electricity on power networks;

point of measurement of the electric power (further - measurement point) - the physical point of electroinstallation matching with point of connection of the metering device in which voltage measurement, sizes and the directions of current is performed;

point of settlement accounting - the measurement point chosen on border of balance sheet accessory of power network of the seller and buyer of the electric power;

accounting of the electric power - process of continuous measurement in accounting points on objects of the power supplying organizations and consumers by means of metering devices of quantity of the electric power, capacity of consumption and (or) electric power quality, and also collection, storage, accumulating, processing, registration, display and distribution (distribution) of measuring information;

the device of collection and data transmission (further - USPD) - the specialized means of instrument accounting of the electric power used in ASKUE at the average level for automatic with programmable frequency of request and acceptance of data of accounting from the counters connected to it on digital interfaces, storage, accumulating and (or) processing of these data of accounting, their transfer on communication channel on the top level of ASKUE, and also transfer in the opposite direction office and (or) other data.
