About approval of Changes to Rules of transportation of passengers, baggage, cargo baggage and mail by railway transport of Ukraine

According to the Regulations on the Ministry of infrastructure of Ukraine approved by the Presidential decree of Ukraine of 12.05.2011 No. 581, and on accomplishment of the National plan of action for 2011 concerning the implementation of the Program of economic reforms for 2010-2014 "Prosperous society, competitive economy, the effective state" approved by the Presidential decree of Ukraine of 27.04.2011 No. 504, I ORDER:

1. Approve Changes to Rules of transportation of passengers, baggage, cargo baggage and mail by the railway transport of Ukraine approved by the order of the Ministry of Transport and Communications of Ukraine of 27.12.2006 No. 1196, registered in the Ministry of Justice of Ukraine 04.04.2007 for No. 310/13577 (with changes) which are applied.

2. To provide to department of state policy in industry of rail transport of the Ministry of infrastructure:

2.1. Submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

2.2. Bringing this order to permission of all involved workers of the railroads to organize studying and accomplishment of its requirements.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the First Deputy Minister of infrastructure Efimenko K. O.

Changes to Rules of transportation of passengers, baggage, cargo baggage and mail by railway transport of Ukraine

1. In Item 1.7 of Section 1:

exclude the term "Business class";

in determination of the term "Train Passenger" of the word "accelerated "Express", high-speed "Express" to exclude and add with the offer of such content: "Allocate day and night trains";

in determination of the term "Internal Passenger Traffic" of the word "electro-and diesel trains of the increased comfort" shall be replaced with words "regional trains";

add Item with new determinations, having placed them in alphabetical order:

"The train day - the train which is created from the cars equipped with places for sitting of 1st, 2nd and 3rd classes with individual numbering.

The train commercial - the passenger train intended by the railroad for transportation of passengers to order of legal entity or physical person on contractual conditions.

The train city - the train created from the cars intended for transportation of passengers and hand luggage (baggage) in the city message with certain number of places for sitting.

The train night - the train which is created from the cars equipped with places for lying - SV, compartment (To) and reserved seat (PL), with individual numbering of places.

The train regional - the train which is created from the cars equipped with places for sitting of 1st, 2nd and 3rd classes with individual numbering and is intended for transportation of passengers in the through and local traffic.

The message city - transportation of passengers by city trains in transport systems of the large cities and their agglomerations and to the first or second station behind their line.".

2. In Section 2:

2.1. State Items 2.1 and 2.2 in such edition:

"2.1. At each station (the passenger building) at the stand the schedule of movement of passenger trains, bezperesadochny and trailer cars on this station is placed. The schedule of movement of passenger trains consists of two separate parts: arrival of trains on the station and departure of trains from the station.

2.2. Information at the stand with the schedule of departure of passenger trains shall include:

departure time of the train;

initial and final stations of route of the train;

number of the train and category of the train;

the list of stations with indication of in brackets of arrival time and departure on which the train after this station stops (together no more than 15 stations, at the same time the benefit is provided to stations which are placed in the capitals of the states, the cities of regional value or administrative and territorial units which are big junction stations);

arrival time of the train on the station and time of its departure;

number of platform and way from which the train usually goes;

arrival time in final destination;

frequency of running of the train;

notes.

In notes types of cars which are included in the train, the name of the operator or operators of cars in the train are noted availability in the train of dining-car, the car bar, vagonaavtomobilevoz.

Information at the stand with the schedule of departure of passenger trains is stated in chronological procedure for from 0 to 24 hours of departure time of trains.

Similarly information on trailer cars is placed.

Information at the stand with the schedule of arrival of passenger trains shall include:

arrival time of the train;

initial and final stations of route of the train;

number of the train and category of the train;

the list of stations with indication of in brackets of arrival time and departure on which the train before this station stops (together no more than 15 stations, at the same time the benefit is provided to stations which are placed in the capitals of the states, the cities of regional value or administrative and territorial units which are big junction stations);

arrival time of the train on the station and time of its departure;

number of platform and way to which usually there arrives the train;

frequency of running of the train;

notes.

In notes types of cars which are included in the train, the name of the operator or operators of cars in the train are noted availability in the train of dining-car, the car bar, vagonaavtomobilevoz.

Information at the stand with the schedule of arrival of passenger trains is stated in chronological procedure for from 0 to 24 hours of arrival time of trains.

Similarly information on trailer cars is placed.

The stand with the schedule of departure of passenger trains has yellow background. The stand with the schedule of arrival of passenger trains has white background.

At stands of the schedule of movement of passenger trains information on Intersiti's trains +, Intersiti and the night express moves letters of red color, and about trains of other categories - letters of black color.

The schedule of movement of passenger trains at the stand joins local trains which go from the station or arrive to the station from/to the cities of regional value, the city of Kiev, Sevastopol and Simferopol or go in the international message.

All changes of the schedule of movement of passenger trains which are constants from the moment of introduction shall be brought in the schedule at the stand within 1 days from the moment of decision making about change of the schedule of movement.

All changes of the schedule of movement of passenger trains which are temporary can be displayed on separate posters about stands with obligatory specifying of terms of temporary changes and the reasons by which these changes are caused.

At each station (the passenger building) place stands and posters with the schedule of movement of passenger trains.

The model of placement of information concerning the schedule of departure and arrival of passenger trains is given in appendix 4 to these Rules".

2.2. Add Item 2.8 with the words "location of public transport stops".

2.3. To add Item 2.18 after the word of "conductors" with the word of "(stewards)".

2.4. In Item 2.25 of the word of "business class" to exclude.

3. To state Item 4.7 of Section 4 in such edition:

"4.7. Travel documents according to applications which are submitted from 6 to 3 days before departure of the train in time shall be redeemed within 1 days, and less than 3 days - in day of booking".

4. In Section 7:

4.1. Items 7. 7.3, 7.6, 7.9, 7.12, 7.13, 7.22, 7.23 after the word "conductor" in all cases to add 2, with the word "(steward)" in the corresponding cases.

4.2. In Item 7.9 of the word "electro-diesel trains of the increased comfort" shall be replaced with words "regional trains".

4.3. To add Item 7.12 after the words "chief of the train" with the words "location of the owner of cars of the train" and to add Item with the offer of such content: "On broadcasting network of train broadcasting information on food services and the mode of their provision, other services shall be transferred".

5. In Section 8:

5.1. In Items 8. 3, 8.4, 8.8, 8.11 words "three hours" in all cases, "3 hours" shall be replaced with words the word and figure "one hour" in the corresponding cases.

5.2. To add Item 8.14 after the words "conductor" and "conductor" with words "(steward)" and "(steward)" respectively.

5.3. In Item 8.29:

after the word of "conductor" to add with the word of "(steward)";

"(driver)" to add the second offer after the word with the word "(steward)".

5.4. To add paragraph two of the subitem "b" of Item 8.38 after words of "the through-car" with the word "(steward)".

6. In Section 10:

6.1. In Item 10.3 of the word "Express" to exclude and add with words and figures "trains and cars 1, 2 and 3 classes of day high-speed trains of Intersiti (IS) and Intersiti + (IS+)".

6.2. In Items 10. 10.9, 10.15 words "electro-diesel trains of the increased comfort" shall be replaced with words 8, "regional trains".

7. In Section 15:

7.1. To add Item 15.2 after the word "conductors" with the word "(stewards)".

7.2. In Item 15.7:

the first - the fourth to state paragraphs in such edition:

"Transportation of dogs irrespective of the size in case of itself in compartment of the passenger or fast train, including seeing eye dogs of blind people, is allowed only in compartment car on condition of the redemption by the passenger of all places of compartment. Big dogs (the highest 45 cm, no more than one) are transported in muzzles on chains or remenchaty bindings, small собакив boxes, baskets, cages (it is no more than two individuals).

Transportation of dogs in cars with places for sitting of other categories of trains (high-speed, high-speed and so forth) on the same conditions is allowed if in the compartment car with places for sitting is separated.

In regional trains big dogs are transported in extreme platforms of the first and last cars under the supervision of the attendant, and small dogs take place under places for sitting in boxes, baskets, cages (it is no more than two individuals).

Small room animals (except dogs) and room decorative birds are transported in all types of cars irrespective of availability of hand luggage and shall be placed in boxes, baskets, cages (it is no more than one place of hand luggage) and to take place freely on the places allocated for hand luggage";

add Item with the paragraph the fifth such content:

"Availability of the processed properly veterinary document for dogs, small room animals and room decorative birds is obligatory".

With respect thereto the fifth - the seventh to consider paragraphs respectively paragraphs shestymvosmy.

8. To add Item 17.1 of the Section 17 after the word of "conductor" with the word of "(steward)".

9. "Conductors" to add Item 18.2 of the Section 18 after words with words "(stewards)".

10. In the subitem "g" of Item 19.7 of Section 19 shall be replaced with words the word and figure of "3 hours" "one hour".

11. In Item 21.2 of Section 21 "3 hours" shall be replaced with words the word and figure "one hour".

12. Add with new Section 39 of such content:

"SECTION 39. Classification of passenger trains

39.1. Classification of passenger trains provides running of day trains: Intersiti + (IS+), Intersiti (IS), regional express (RE), regional train (R), local train (P), city train (G); and night trains: night express (NE), night fast (NF), night passenger (NP).

The classification system of passenger trains is given in appendix 5 to these Rules.

The classification system of passenger trains with the recommended level of comfort/service is given in appendix 6 to these Rules.

39.2. Internets + (IS+) - the day high-speed train which plies in through traffic. Requirements: route speed is 90 km/h and more at admissible speed to 200 km/h, cars with places for sitting of the 1st and 2nd class.

39.3. Internets (IS) - the day high-speed train which plies in through traffic. Requirements: route speed is 80 km/h and more at admissible speed to 160 km/h, cars with places for sitting of the 1st and 2nd class with possible inclusion of cars of 3rd class.

39.4. The Regional Express (RE) - the day high-speed train which plies in the through and local traffic. Requirements: route speed is 70 km/h and more at admissible speed to 140 km/h, cars with places for sitting of 2nd and 3rd class with possible inclusion of cars of the 1st class.

39.5. The regional train (R) - the day fast train which plies in the through and local traffic. Requirements: route speed is 50 km/h and more at admissible speed to 120 km/h, cars with places for sitting of 1st, 2nd and 3rd class.

39.6. The local train (P) - the train created from the cars intended for transportation of passengers and hand luggage (baggage) in the suburban message.

39.7. The city train (G) - the train created from the cars intended for transportation of passengers and hand luggage (baggage) in the city message with certain number of places for sitting.

39.8. The Night Express (NE) - the night high-speed train which plies in the through and local traffic. Requirements: route speed is 70 km/h and more at admissible speed to 200 km/h, SV cars and compartment.

39.9. Night fast (NF) - the night fast train which plies in the through and local traffic. Requirements: route speed is 50 km/h and more at admissible speed to 140 km/h, SV cars, compartment and reserved seat.

39.10. Night passenger (NP) - the night train which plies in the through and local traffic. Requirements: route speed is up to 50 km/h at admissible speed to 140 km/h, cars compartment and reserved seat with possible inclusion of St. cars.

39.11. Services which are provided to passengers in cars of passenger trains and at stations shall be safe for life and health of the passenger and the environment.

39.12. In all cars of passenger trains, except suburban and city, individual numbering of places is performed.

39.13. Each category of the train shall have individual emblem (symbolics) and the same registration of structure.

39.14. Symbols (pictograms) for identification by passengers of category of the train, the car and services which are provided are applied on the cars included in the train in certain places.

39.15. Pictograms shall be clear and unified.

39.16. On cars of passenger trains the name of the train and category of the car, route, the number of places in the car shall be specified.

Are designated by pictograms:

places for sitting and category of the car;

places for lying (sleeping) and category of the car;

places for passengers with children;

smoking prohibition;

dining-car;

car bar;

air conditioning;

the car with places for transportation of bicycles;

the car with compartment for transportation of disabled passengers;

the car with provision of services of WiFi-of the Internet".

13. In the nineteenth line item of appendix 1 to replace figure "6" with figure "9".

14. Add Rules with appendices 4-6 (are applied).
