About the organization and implementation of the state monitoring of the environment (the state environmental monitoring)
For the purpose of implementation of the Federal Law "About Environmental Protection" Government of the Russian Federation decides:
1. Approve the enclosed Regulations on the organization and implementation of the state monitoring of the environment (the state environmental monitoring).
2. Declare invalid the resolution of Council Ministrovpravitelstva of the Russian Federation of November 24, 1993 of N1229 "About Creation of Single State System of Environmental Monitoring" (Collection of acts of the President and the Government of the Russian Federation, 1993, N 48, the Art. 4661).

1. The state monitoring of the environment (the state environmental monitoring) is understood as complex watch system behind state of environment, assessment and the forecast of changes of state of environment under the influence of natural and anthropogenous factors (further hereinafter is referred to as - environmental monitoring).
Environmental monitoring includes monitoring of atmospheric air, lands, the woods, water objects, objects of fauna, unique ecological system of Lake Baikal, the continental shelf of the Russian Federation, condition of subsoil, exclusive economic zone of the Russian Federation, internal sea waters and the territorial sea of the Russian Federation.
