About approval of the technical regulation about safety of elevators

According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve the enclosed technical regulation about safety of elevators (further - the technical regulation).

The technical regulation becomes effective after 12 months from the date of official publication of this resolution.

2. To the Ministry of Natural Resources and Environmental Protection of the Russian Federation together with Federal Agency for Technical Regulation and Metrology and in coordination with the interested federal executive bodies:

a) prepare the list of the national standards containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation, and also implementation of assessment of conformity of elevators to requirements of the technical regulation and to provide it in accordance with the established procedure to the Government of the Russian Federation not later than 6 months about day of entry into force of the technical regulation;

b) prepare rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation, and also implementation of assessment of conformity of elevators to requirements of the technical regulation and to provide them in accordance with the established procedure to the Government of the Russian Federation not later than 5 months about day of entry into force of the technical regulation.

3. To Federal Agency for Technical Regulation and Metrology together with the Ministry of Natural Resources and Environmental Protection of the Russian Federation and the interested federal executive bodies not later than 6 months about day of entry into force of the technical regulation to approve the list of national standards and (or) sets of rules as a result of which application on voluntary basis observance of requirements of the technical regulation is provided.

4. To the Ministry of Natural Resources and Environmental Protection of the Russian Federation together with the Federal Customs Service and in coordination with the interested federal executive bodies to prepare lists of products which are subject to obligatory confirmation of conformity when placing under the customs regimes providing possibility of alienation or use of these products according to its appointment on customs area of the Russian Federation and to provide them in accordance with the established procedure to the Government of the Russian Federation not later than 4 months about day of entry into force of the technical regulation.

5. Realization of the powers established according to Item 20 of the technical regulation is performed by Federal Service for Environmental, Technological and Nuclear Supervision within established by the Government of the limiting Russian Federation of number and salary fund of employees of central office of Service and its territorial authorities, and also the budgetary appropriations provided by it in the federal budget on management and management in the field of the established functions.

6. The certificates of conformity issued before entry into force of the technical regulation, including safety controls, affect the elevators made and not put into operation before the termination of the term established in them.

The technical regulation about safety of elevators

I. General provisions

1. This technical regulation is applied for the purpose of protection of life and health of citizens, protection of property of physical persons and legal entities, the state-owned and municipal property, environmental protection and the prevention of the actions misleading acquirers.

2. This technical regulation establishes minimum necessary requirements to safety of elevators during the designing, production, installation, operation, upgrade and utilization, rules, forms of assessment and the scheme of confirmation of conformity of elevators and safety controls of elevators to the requirements established by this technical regulation and also requirements for energy efficiency of elevators.

3. Action of this technical regulation extends to elevators and safety controls of elevators, held for use and used in the territory of the Russian Federation.

4. Action of this technical regulation does not extend to the elevators established in mines of the mining and coal industry on vessels and other watercrafts, on platforms for investigation and drilling at the sea, by airplanes and other aircraft.

5. For the purposes of this technical regulation the basic concepts, the stipulated in Clause 2 Federal Laws "About Technical Regulation", and also the following basic concepts are used:

"buffer" - the device intended for restriction of size of delay of moving cabin, counterbalance for the purpose of decrease in danger of getting injured or breakdown of the equipment upon transition by cabin, counterbalance of extreme working provision;

"input of the elevator in operation" - the event fixing readiness of the elevator for proper use and which is documentary drawn up according to the procedure, established by this technical regulation;

"the owner of the elevator" - the owner (owners) of the building (construction) or its part in whom there is elevator, owners of rooms in the apartment house on the right of common ownership, the organization, in economic maintaining or operational management of which is the building (construction);
