Chapter 1. General requirements

1. The regulations on management system labor protection of the Department of Energy of the Republic of Belarus (further - the Provision) determine the main requirements to management system labor protection, procedure for planning of activities in the field of labor protection, and also obligations of officials by ensuring functioning of management system with labor protection of the Department of Energy of the Republic of Belarus (further - the Ministry of Energy), the organizations subordinated to the Ministry of Energy, which are part of the national production association of power industry of Belenergo (further GPO "Belenergo"), the national production association on fuel and gasification of Beltopgaz (further - GPO "Beltopgaz"), and also economic societies, shares (share in authorized funds) of which are transferred to the control by the Ministry of Energy (further - the Ministry of Energy organizations).

2. Development of systems of management of labor protection of the organizations of the Ministry of Energy shall be performed based on requirements of this provision.

3. In this Provision the following terms and their determinations are applied:

the analysis - the activities undertaken for establishment of suitability, adequacy, effectiveness of the considered object for achievement of the established purposes;

audit - systematic, independent and documentary process of receipt of "certificates of audit" and objective estimation for the purpose of establishment of extent of accomplishment of "criteria of audit";

safe working conditions - working conditions under which impact on the working harmful and (or) dangerous production factors is excluded or levels of their impact do not exceed the established standard rates;

harmful production factor - production factor which impact on working in certain conditions can lead to decrease in working capacity and (or) disease (depending on level and duration of impact harmful production factor can become dangerous);

danger identification - establishment of availability of danger and determination of its characteristics;

competence - the expressed capability to apply the knowledge and abilities;

corrective action - action taken for elimination of the reason of the found discrepancy or other undesirable situation;

discrepancy - failure to meet requirement in the field of labor protection;

danger - source or situation with possibility of harming of life or to health working;
