About population census

Article 1. Basic concepts

In this Law the following basic concepts are applied:

- population census - systematic continuous state statistical observation when which carrying out are performed collection, processing, generalization of data on the population for certain date;

- data on the population - information on the population collected according to the list of questions;

- group of population census - the citizens of the Republic of Tajikistan who underwent special training and involved in preparation, carrying out and summing up population census;

- documents of population census - set of documents of the established sample, including the schedule of the established form, used during preparation, carrying out and summing up population census;

- trial population census - the important component of planning process of population census providing possibility of check of all aspects of the program of census before carrying out the main census thereby ensuring smooth operation and success of carrying out population census.

Article 2. Legislation of the Republic of Tajikistan on population census

The legislation of the Republic of Tajikistan on population census is based on the Constitution of the Republic of Tajikistan and consists of this Law, the Law of the Republic of Tajikistan "About the state statistics", other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.

Article 3. Purposes and basic principles of carrying out population census

1. The purpose of carrying out population census is receipt of information on the population of the Republic of Tajikistan necessary for development of the state forecasts, concepts, strategy and programs of social and economic development, the current calculations and forecasting of number and structure of the population, studying, placement and use of manpower and implementation of scientific research.

2. The population census is conducted with observance of rights and freedoms of man and citizen, the personal privacy and the dwelling guaranteed by the Constitution of the Republic of Tajikistan.

3. The population census is conducted based on the following principles:

- scientific justification;

- frequency;

- generality and contemporaneity;

- confidentiality of personal data;

- availability and openness of total.

Article 4. Frequency, date and term of carrying out population census

1. The population census is conducted at least once in ten years or in case of another world population censuses.

2. The period and terms of carrying out population census are determined not later than 5 years prior to the census, by the President of the Republic of Tajikistan.

3. The trial population census is conducted according to the offer of authorized body, according to the decision of the Government of the Republic of Tajikistan not later than two years before carrying out population census in one or several is administrative - territorial units of the Republic of Tajikistan.

4. The main objective of carrying out trial population census is approbation of the draft of the program of population census, methods of carrying out population census, the main actions for its preparation and carrying out.

5. The program of population census and methods of its carrying out affirm State commission of assistance of population census.

Article 4 (1). Schedule of actions for preparation and carrying out population census

The schedule of actions for preparation and carrying out population census provides the list of the main organizational actions for each stage of work on preparation and carrying out population census, terms of their accomplishment, and also the name of state bodies, responsible for their accomplishment, according to this Law and the orders of the Government of the Republic of Tajikistan.

Article 5. Authorized state body on population census

1. Responsibility for preparation, carrying out, processing, summing up population census and publication of information about them is assigned to authorized state body according to the statistics and its territorial structures, and also other state bodies of the power determined by the Government of the Republic of Tajikistan.

2. For coordination of activities of public authorities, public associations, companies, organizations, organizations, irrespective of form of business, connected with preparation and carrying out population census, are created by State commission of assistance of population census. The provision "About the Commission of Assistance of Population Census" affirms the Government of the Republic of Tajikistan.

3. The public authorities determined by the Government of the Republic of Tajikistan are responsible for the organization of census of the separate categories of the population specified in article 7 of this Law.

4. The authorized state body according to the statistics during preparation, carrying out and summing up has the right:

- consider the questions connected with preparation and carrying out population census;

- it be necessary to attract to campaigns other public authorities, the companies, organizations and the organizations, irrespective of form of business.

The authorized state body according to the statistics shall:

- provide confidentiality of personal data;

- allocate material resources for these purposes;

- together with local executive bodies of the government to provide matching and special training of members of group of population census;

- in advance to inform the population on the purposes, tasks, date and terms of the forthcoming population census.

5. Local executive bodies of the government within the powers shall:

- render assistance to authorized state body according to the statistics, to their territorial authorities, group of population census responsible for carrying out population census in implementation of their powers;

- specify the list and borders of administrative-territorial educations and to provide availability of indexes in them with names of streets, numbers of houses, apartments;

- provide required cartographic materials;

- provide group of population census with accommodation, suitable for work, and the equipped means of communication and vehicles;

- provide involvement of the citizens living in the corresponding territories in structure of group of population census.

6. The structure of group of population census on representation of the head of the relevant department of statistics affirms the chairman of the city, area.

Article 6. Data on the population and procedure for their collection

1. The schedule contains the following data on person which is subject to population census:

- floor;

- age;

- birth date and birth place;
