Chapter 1. General provisions

Article 1. The basic concepts applied in this Law and their determinations

For the purposes of this Law the following basic concepts and their determinations are applied:

the address - the individual or collective proposal, the statement, the claim of the citizen (citizens) in the state body, other organization (official) stated in oral or written form;

the offer - recommendations about improvement of activities of state bodies, other organizations (officials), to enhancement of legal regulation of the relations in the state and public life, to the solution of questions economic, political, social and other fields of activity of the state and society;

the statement - the petition for realization of the rights, freedoms and (or) legitimate interests of the citizen (citizens) who are not connected with their violation;

the claim - the requirement about recovery of the rights, freedoms and (or) the legitimate interests of the citizen (citizens) violated by actions (failure to act) of officials of state bodies, other organizations or citizens;

the individual address - the appeal of one citizen to state body, other organization (to the official);

the collective address - the appeal of two and more citizens to state body, other organization (to the official);

the written address - the appeal of the citizen (citizens) to state body, other organization (to the official) stated in writing;
