Rules of the organization of work on veterinary branding of tanning, tanning and fur and fur and fur raw materials

I. General provisions

1.1. These rules establish procedure for the organization of work when implementing veterinary branding of the tanning, tanning and fur and fur and fur raw materials received from animal different types for the subsequent conversion and use.

These rules are obligatory for execution:

the officials performing veterinary branding;

the legal entities and citizens occupied with content and trade of animals (including water), except for the objects of fauna carried to subjects to hunting (further - subjects to hunting);

the citizens performing withdrawal from the habitat of subjects to hunting;

the legal entities and citizens occupied with production, procurement, conversion, transportation, storage and the sales of products of animal origin received from animals, except for subjects to hunting.

1.2. In the veterinary and sanitary relation, skins of all types of farm animals, including fur animals of the animal-breeding organizations, and subjects to hunting are subject to the veterinary branding confirming safety of tanning, tanning and fur and fur and fur raw materials (further - skins).

II. Veterinary brands

2.1. For veterinary branding of skins veterinary brands and stamps according to the description are established (appendix 1), and also veterinary seals.

2.2. In the center of the veterinary brand having the oval form the combination from three couples of digits is located.

The first couple of digits designates code of the subject of the Russian Federation (appendix 2). The second couple of digits designates sequence number of the municipality, numbering of the second couple of digits in subjects of the Russian Federation begins with digit 10 and is established by the head of executive body of the subject of the Russian Federation in the field of veterinary science.

In the veterinary brands used by veterinary specialists of veterinary (veterinary and sanitary) services of federal executive bodies in the field of defense, internal affairs, execution of punishments, the state protection and safety in case of branding of the skins received in case of slaughter on objects of the specified bodies, the second couple of digits designates belonging to the specified federal executive bodies:

federal executive body in the field of defense - 03;

federal executive body in the field of internal affairs - 04;

federal executive body in the field of execution of punishments - 05;

federal executive body in the field of the state protection - 06;

federal executive body in the field of safety - 07.

The third couple of digits designates sequence number of organization, division, the veterinary specialist performing branding and is established by the head of executive body of the subject of the Russian Federation in the field of veterinary science, the head of veterinary (veterinary and sanitary) service of federal executive body in the field of defense, internal affairs, execution of punishments, the state protection and safety.

In the upper part of brand the text Russian Federation, in the lower part of "Gosvetsluzhba", the outer edge is located, the central part and internal diameter of brand are bordered with rim.

2.3. Squared stamps for veterinary branding of skins have the following texts in the center: "It is researched on Siberian plague", "Disinfection". The stamp for the skins intended on destruction has above text of "Gosvetsluzhba", in the center - "On destruction", below three couples of digits according to requirements of item 2.2.

2.4 Veterinary brands and stamps are recommended to be made of corrosion-proof metal of the forms and the sizes determined by these Rules. In case of statement of brand (stamp) it is provided accurate print on the surface of skin (rim, digits and letters).

Veterinary seals are recommended to be made of the material allowing to provide protection of skins (consignment) against unauthorized substitution by intervention indication.

2.5. The print of veterinary brand (stamp) is put on the place, prepeeled from salt and pollution: on large skins (more than 30 sq. dm) - from the flesh party at distance at least 5 cm from its edge, at the basis of tail and in the field of withers (between blades); on small skins (30 and less sq. dm) - from the flesh party at the tail basis.

The veterinary branding of the skins received from fur animals of the animal-breeding organizations and also the combined skins received from subjects to hunting is performed by veterinary seals.

On veterinary seal information according to requirements of Item 2.2 of these rules is placed.

The veterinary branding more than 5 quarter of dm in size (except skins of muskrat and raccoon) is performed by seals of the combined skins received from subjects to hunting in eye openings, and in case of their absence - in top of skins.

The veterinary branding seals of the skins received from subjects to hunting less than 5 quarter of dm in size (including skins of muskrat and raccoon), and also skins of fur animals of the animal-breeding organizations provided for branding in consignments is performed for each consignment.

2.6. For veterinary branding of skins it is recommended to use the paints providing further safe use of skins.
