About change of the resolution of Council of Ministers of the Republic of Belarus of June 30, 2021 No. 368

Based on subitem 2.5-1 of Item 2 of the Presidential decree of the Republic of Belarus of February 18, 2021 "About enhancement of activities for wood accounting" the Council of Ministers of the Republic of Belarus DECIDES: No. 50

1. Bring in the resolution of Council of Ministers of the Republic of Belarus of June 30, 2021 No. 368 "About Unified State Automated Information System of accounting of wood and transactions with it" the following changes:

in preamble of the word of "subitem 2.5" shall be replaced with words "subitems 2.5 and 2.51";

add Item 1 with the paragraph of the following content:

"The regulations on procedure for receipt of data in Unified State Automated Information System of accounting of wood and transactions with it (are applied).";

in Regulations on use of Unified State Automated Information System of accounting of wood and transactions with it approved by this resolution:

the paragraph one of item 4 to state in the following edition:

"4. For the purposes of this provision terms in the values determined by the Forest code of the Republic of Belarus, the Law of the Republic of Belarus of November 10, 2008 No. 455-Z "About information, informatization and information security" and also the following terms and their determinations are used:";

to add part one of subitem 6.4 of Item 6 with words "and to transfer them to the Unified State Automated Information System server";

state Item 8 from the following edition:

"8. Data are entered in the Unified State Automated Information System and transferred to the Unified State Automated Information System server by participants of the Unified State Automated Information System with use of mobile and stationary client workplaces by means of the global computer Internet.";

add the resolution with Regulations on procedure for receipt of data in Unified State Automated Information System of accounting of wood and transactions with it it (is applied).

2. This resolution becomes effective after its official publication.

Regulations on procedure for receipt of data in Unified State Automated Information System of accounting of wood and transactions with it

1. This Provision determines procedure for receipt in Unified State Automated Information System of accounting of wood and transactions with it (further - the Unified State Automated Information System) the data by the list according to appendix to the resolution which approved this Provision (further - data).

2. For the purposes of this provision the following terms and their determinations are used:

lack of communication with access to the global computer Internet - impossibility to transfer to the Unified State Automated Information System server necessary data because of insufficient quality of bilateral communication for transfer of such information;

receipt of data on the Unified State Automated Information System server - preserving and display of data on the Unified State Automated Information System server;

participants of the Unified State Automated Information System - the legal entities and individual entrepreneurs determined in subitem 2.4 of Item 2 of the Presidential decree of the Republic of Belarus of February 18, 2021 No. 50.

3. Participants of the Unified State Automated Information System provide entering of data into the Unified State Automated Information System and their transfer on the Unified State Automated Information System server with use of mobile and stationary client workplaces by means of the global computer Internet before removal, transportation and (or) realization of wood, except for the case provided in part one of item 4 of this provision.

4. In places of lack of communication with access to the global computer Internet the participant of the Unified State Automated Information System processes the document "TD-wood" and provides transfer of data on the Unified State Automated Information System server within 12 hours from the moment of seal of such document.

In the case specified in part one of this Item, wood is recognized considered in the Unified State Automated Information System from the moment of seal of the document "TD-wood" in case of observance of one of the following conditions:

receipt of data on the Unified State Automated Information System server within 12 hours from the moment of seal of the document "TD-wood";

not operability of the Unified State Automated Information System caused by the errors of functioning and failures of the Unified State Automated Information System which entailed impossibility of use of the Unified State Automated Information System server for technical reasons, the confirmed operator of the Unified State Automated Information System.

5. The operator of the Unified State Automated Information System provides display of the data including which arrived in defiance of the term provided in the paragraph the second part two of item 4 of this provision on the Unified State Automated Information System server in process of their receipt.

In case, the provided in paragraph three of part two of item 4 of this provision, the operator of the Unified State Automated Information System provides display of data on the Unified State Automated Information System server no later than 12 hours from the moment of maintenance of the Unified State Automated Information System.
