About measures for enhancement of legal guarantees of protection of fair taxpayers
One of the main conditions of sustainable development of economy, forming of favorable climate for business activity, improvement of the investment circle, expansion of production and service industry is the taxation system meeting the modern requirements.
For the purpose of enhancement of legal guarantees of protection of fair taxpayers, exception of unreasonable criminal prosecution in the field of tax legal relationship, concentration of efforts of the state on identification and accountability of persons, the organizing, controlling and using illegal schemes of evasion from execution tax liabilities, ensuring fair balance between legitimate interests of the state, the rights and legitimate interests of subjects of entrepreneurship, being guided by Articles 66, 70 and 71 Constitutions of the Kyrgyz Republic, I decide:
1. Consider the most important directions of upgrade of the taxation system of the Kyrgyz Republic: enhancement of legal guarantees of protection of fair taxpayers; increase in the legal culture of taxpayers aimed at providing voluntary execution of the constitutional debt by them on tax payment; digitalization and ensuring transparency of tax administration; implementation of the principle of the "fair tax administration" covering set of rules of conduct of tax authority regarding observance of procedures, justice and respect for the rights and legitimate interests of the taxpayer; consecutive decrease in tax burden and forming of favorable tax climate for further development of entrepreneurship and attraction of foreign investments.
2. To the Cabinet of Ministers of the Kyrgyz Republic in three-months time to take the necessary measures for further enhancement of the tax legislation and tax administration providing:
