About introduction of amendments to the Law on management of crisis situations No. 248/2025

The Parliament adopts this organic law.

Art. I. - In the Law on management of crisis situations No. 248/2025 (The official monitor of the Republic of Moldova, 2025, Art. No. 437-440, 600) to make the following changes:

1. In Article 2:

3, 6 and 14 to state Items in the following edition:

"3) crisis - the internal or external emergency situation caused by natural or technogenic danger, including catastrophic crash or threat to homeland security which in the territory of the Republic of Moldova so considerable scale and intensity implicate that it cannot be settled or eliminated with use of resources, available the main organization in this connection decision making and interdepartmental interaction at the national level are required;";

"6) catastrophic crash - any situation which attracts or can entail serious consequences for people, the environment or material values, including for cultural heritage;";

"14) the management plan crisis situations - the document developed by bodies of the public power, public organizations and economic operators in which necessary actions for incident management, by emergency situations or crises, including decision making process, coordination, communication, and also determination of priority procedure for use of resources are described;";

add Article with Item 141) of the following content:

"141) the operating plan of actions - the document developed, as a rule, on the basis of scenarios of risks by means of which measures, responsibility, procedures and necessary resources for response to emergence of crisis situation or for prevention of its origin are established;";

21) to state Item in the following edition:

"21) the vital functions of the state - the functions exerting the determining impact on functioning of the state including maintenance of the constitutional system, ensuring national security, protection of life and health of the population, ensuring functioning of economy and financial system, law enforcement and ensuring social stability;";
