About entering of amendments and changes into the Law "About Service in Police"

Article 1. Article 4 of the Law of July 3, 2002 No. ZR-401 "About service in police" (further - the Law) to add with part 1.1 following of content:
"1.1. Police positions are subdivided into groups depending on responsibility for the organization and management of persons holding these positions, powers on decision making, contacts and representation, complexity of problems and requirements to their creative decision, and also the necessary level of knowledge and skills (competences).".
Article 2. State the name of Chapter 3 of the law in the following edition:
"Chapter 3. Revenues to service in police, assessment and certification of white-collar work of police".
Article 3. To add part 3 of article 11 of the law after the words "professional requirements" with the words "and skills (competences)".
Article 4. In article 14 of the Law:
1) to state part 6 in the following edition:
"6. The following persons in the following procedure for priority can be appointed to positions of average group of police:
1) the employees enlisted in reserve of personnel of police and having the higher education;
2) the employees who got the higher police education in "Law" or the corresponding qualification within the state order in educational institution of authorized body;
3) the serving polices transferred from other position of average group of police (including according to the procedure of job development) having the higher education;
4) the citizens who graduated in "law" on paid basis in educational institution of authorized body;
5) persons provided by paragraph one of part 10 of this Article;
6) the serving polices translated about the positions of younger group of police having the higher education;
