About increase in efficiency of cooperation of the Kyrgyz Republic with the international organizations, integration associations and the international treaty bodies

For the purpose of increase in efficiency of cooperation of the Kyrgyz Republic with the international organizations, integration associations and the international treaty bodies, according to the Presidential decree of the Kyrgyz Republic "About interaction of state bodies of the Kyrgyz Republic in the field of foreign policy" of June 29, 2026 239, articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides No.:

1. Approve:

1) the List of the international organizations, integration associations and the international treaty bodies and the state bodies of the Kyrgyz Republic assigned to them according to appendix 1;

2) the List of the international organizations and international treaty bodies, payment of the membership fees in which is made within means of the state bodies and organizations of the Kyrgyz Republic provided by the republican budget for the corresponding year or at the expense of special means, according to appendix 2.

2. Assign to the state bodies and organizations of the Kyrgyz Republic specified in appendix 1 to this resolution, the following functions:

1) preparation and approval of draft documents on different questions of international cooperation within the competence;

2) representation on the events held by the international organizations at the different levels.

3. To the Ministry of Foreign Affairs of the Kyrgyz Republic:

1) to provide permanent updating and maintaining the list of the international organizations which member is the Kyrgyz Republic;

2) annually to consider reports on cooperation of state bodies of the Kyrgyz Republic with the international organizations and following the results of consideration to send the summary analysis to the Ministry of Finance of the Kyrgyz Republic till December 1 of the current year;

3) annually to create the list of the international organizations which payment in the budget is made in first-priority procedure in the terms provided by their financial rules at the expense of means according to the expenditure item of the Ministry of Finance of the Kyrgyz Republic of 2621 "Fees to the international organizations" taking into account the political, strategic, economic importance, influence on promotion of national interests of the state, and also financial opportunities, to send the specified list to the Ministry of Finance of the Kyrgyz Republic till December 1 of the current year for the purpose of its further approval of the Kyrgyz Republic by the Cabinet of Ministers;

4) to specify and send annually to the Ministry of Finance of the Kyrgyz Republic information on bank details and financial rules of the international organizations which payment in the budget is made in first-priority procedure;

5) to render political and diplomatic assistance in the questions connected with restructuring or write-off of the available debt to the international organizations;

To develop 6) annually together with the Ministry of Finance of the Kyrgyz Republic monthly funding plan of the international organizations which payment in the budget is made in first-priority procedure taking into account their financial rules.

4. To the Ministry of Finance of the Kyrgyz Republic:

To perform 1) on permanent basis monitoring of payment of the membership fees, debt repayments and adherences to deadlines of payments within international contractual commitments of the Kyrgyz Republic on the basis of information of state bodies and organizations of the Kyrgyz Republic with provision of final information to the Ministry of Foreign Affairs of the Kyrgyz Republic;

2) annually to carry out work on approval of the list of the international organizations which payment in the budget is made in first-priority procedure, according to the legislation of the Kyrgyz Republic;

To perform 3) in first-priority procedure and in the terms established by financial rules of the international organizations from means according to the expenditure item of the Ministry of Finance of the Kyrgyz Republic of 2621 "Fees to the international organizations" payment of the current membership fees in the international organizations according to the list of the international organizations which payment in the budget is made in first-priority procedure, on the monthly funding plan of the international organizations specified in the subitem 6 of Item 3 of this resolution;

4) annually to provide money in the republican budget and to provide their allocation to the relevant state bodies for payment of the membership fees in the international organizations specified in appendix 2 to this resolution;

5) to notify the Ministry of Foreign Affairs of the Kyrgyz Republic on effected payments in the international organizations which payment in the budget is made in first-priority procedure, for the purpose of further informing the relevant organizations.

5. To state bodies of the executive authority of the Kyrgyz Republic and public authorities of the Kyrgyz Republic with the special status (under approval) annually no later than November 1 of the current year:

1) to provide in the Ministry of Foreign Affairs of the Kyrgyz Republic information on payment of the membership fees, the available debt to the supervised international organizations, and results of cooperation with them with obligatory evaluating efficiency of interaction in form according to appendix 3, except for of National Bank of the Kyrgyz Republic regarding the International Monetary Fund;

2) to perform payment of the membership fees and debt repayment before the international organizations specified in appendix 2, within the means provided by the republican budget for the corresponding year or at the expense of special means;

3) having debt for previous years on payment of the membership fees together with the Ministry of Finance of the Kyrgyz Republic to carry out work on restructuring or debt write-off to the international organizations which are not included in the list of the international organizations which payment in the budget is made in first-priority procedure.

6. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About increase in efficiency of cooperation of the Kyrgyz Republic with the international organizations, integration associations and the international treaty bodies" of December 2, 2015 No. 817;
