to state part one of Item 2 in the following edition:
"2. For the purpose of implementation of customs control, making of cargo and other operations on goods and vehicles out of permanent customs control zones by the head of territorial authority of state revenues on the capital, areas, the cities of republican value (further - territorial authority) or his deputy, based on the service record of the official of territorial authority, including according to the statement of the interested person constituted in any form makes the decision on creation of the temporary customs control zone.";
in Requirements to arrangement (except free warehouse), to arrangement and the equipment of constructions, rooms (parts of rooms) and (or) the open areas, held for use or used as warehouse of temporary storage, ground customs storage and the closed type, free warehouse, including requirements to barrier and equipment by system of video surveillance of perimeter of the territory of free warehouse, approved by the specified order:
