I ORDER:
1. Bring in the order of the Deputy prime minister – the Minister of artificial intelligence and digital development of the Republic of Kazakhstan of March 13, 2026 No. 141/Tax Code "About approval of the Method of creation of "smart cities" and "smart regions" the following change:
To be reworded as follows the method of creation of "smart cities" and "smart regions" approved by the specified order according to appendix to this order.
2. To provide to department of Smart Region of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) within five working days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-minister of artificial intelligence and digital development of the Republic of Kazakhstan.
4. This order becomes effective after day of its first official publication.

Approved by the order of the Deputy prime minister – the Minister of artificial intelligence and digital development of the Republic of Kazakhstan No. ____ from "__" _____ 2026
1. This Method of creation of "smart cities" and "smart regions" (further – the Technique) is developed according to Item 2 of article 70 of the Digital code of the Republic of Kazakhstan and is applied to creation of "smart cities" and "smart regions" of the Republic of Kazakhstan.
2. In this Technique the following basic concepts are used:
1) the working group – the group created at the level of the capital, area, the city of republican value for carrying out inspection of the city and the region regarding transformations and readiness for their carrying out;
2) digital system of the State geoportal of National infrastructure of space data (further – TsS of of NIPD) – the digital system providing access, maintaining, display, the analysis, use and interdepartmental exchange of space data, geoinformation layers, digital cartographic basis, metadata and cartographic services of National infrastructure of space data in case of realization of initiatives of "smart city" and "smart region";
3) regional specifics – set of the social and economic, industry and natural and geographical characteristics of the region determining priorities of implementation of additional initiatives of "smart city" and "smart region";
4) objects, vulnerable in the terrorist relation – especially important state, strategic, hazardous production facilities, and also the objects of industries of economy having strategic importance, objects of mass accumulation of people, the protected objects requiring the obligatory organization of anti-terrorist protection;
5) housing and communal services (further – housing and public utilities) – housing stock, and also set of the organizations providing content of apartment apartment houses and engineering and communication infrastructure on all lifecycle, creating safe and comfortable conditions of accommodation (stay);
6) Data Team – the permanent team of specialists of SDR, the including date scientists and artificial intelligence specialists providing active use of data and coordination of the lake of data;
7) the regional situational center - the specialized room equipped with systems of display of information, providing the round-the-clock monitoring of condition of the city and region, and also rapid response to incidents by authorized employees;
8) Smart Grid – the smart electrical power grid providing the automated collection, transfer and data analysis about production, transfer, distribution and consumption of electrical energy and also bilateral interaction between participants of power supply system for increase in reliability, controllability, energy efficiency and quality of electric utility service;
9) regional analytical center Smart Data Region (further – SDR) – the digital object including the regional lake of data (Data Lake), server infrastructure, the software and tools of analytics, providing visualization, analytics and forecasting on the basis of data from city information systems, IoT-sensors, surveillance cameras and other sources;
10) the digital-analytical system "Smart Data Ukimet" (further – SDU) – the object of digitalization intended for forming of single storage of data of state bodies, the state legal entities, subjects of the quasi-public sector as in the unstructured, and structured type, for the purposes of provisions of analytical information on activities of the Government of the Republic of Kazakhstan;
11) "smart city" – the concept of development of the urban environment providing implementation of complex of high-technology decisions and innovative systems for effective management of infrastructure, resources and provision of services for the purpose of ensuring steady improvement of quality of life of the population;
12) initiative of "smart city" and "smart region" (further – initiative) – set of the interconnected actions and tasks realized within digital transformation and directed to implementation of technology solutions, development of digital infrastructure, and also carrying out organizational changes for goal achievement of "smart" management;
13) "smart region" – the concept of digital transformation of area (territorial unit) directed to creation of the integrated ecosystem of management of social and economic processes providing interaction of state bodies, business and the population for sustainable development of all territory of the region including district level;
14) authorized body in the field of digitalization (further – authorized body) – the central executive body performing management and cross-industry coordination in the field of digitalization.
3. The purposes of "smart city" and "smart region" are:
1) providing safe and comfortable conditions for population life;
2) forming of effective management system by the city and region;
3) increase in competitiveness of the city and region.
4. The key principles of "smart city" and "smart region" are:
1) chelovekotsentrichnost and improvement of quality of life;
2) stability and ecological responsibility;
3) transparency and involvement of citizens;
4) safety;
5) inklyuziya and digital equality;
6) innovations and technological adaptation;
7) integration and coherence of systems;
8) space coordination of data;
9) support of domestic producers and development of local technological competences in case of realization of initiatives of "smart cities" and "smart regions".
5. Main spheres of "smart city" and "smart region":
1) management of the city and region;
2) public safety;
3) transport and logistics;
4) social sphere (education, culture, health care and social services);
5) ecology;
6) housing and communal services (including all subindustries: electric utility service, water supply, heat supply, gas supply, and also infrastructure of housing and public utilities in general).
Additional initiatives can cover other spheres which did not enter the list of basic initiatives including education, health care, social protection, culture, economy and business, infrastructure and other directions, taking into account regional specifics, requirements of the population, and also on condition of non-admission of duplication of the centralized industry digital solutions realized by the relevant central state bodies.
6. The technique is based on international standards, methodology and experience specified in appendix 1 to this Technique and provides methodological approach to standardization and coordination of management processes. This approach provides effective management of resources, determination of priority technologies and classification of the cities and regions by their requirements for the purpose of minimization of duplication of costs and efforts, and also promotes forming of steady and scaleable management system by "smart cities" and "smart regions".
7. The technique is intended for digitalization level assessment in settlements of different administrative categories and provides classification of settlements on three groups:
1) the cities of republican value including the capital, the cities of republican value (further – P);
2) the cities of regional value combining the regional centers and the cities of regional value (further – About);
3) the cities of district value including the cities and settlements which are the district centers (further – RTs).
8. Implementation of the concept of "smart city" and "smart region" is performed step by step in all settlements specified in Item 7 of this Technique.
9. The technique determines the list of the basic and additional initiatives necessary for implementation of concepts "smart city" and "smart region", according to appendix 2 to this Technique. This list is staticized by authorized body by results of annual assessment taking into account dynamics of technology development and implementation of innovative solutions on creation of "smart cities" and "smart regions". Updating is performed by results of annual assessment based on criteria: technological maturity and feasibility on the QazTech platform; results of efficiency evaluation of additional initiatives (Item 29 of this Technique); compliance to the purposes and principles (Items 3, 4 these Techniques). Changes are entered by the order, applied since the next planning period and do not increase amount of obligations of the current cycle.
10. Initiatives are subdivided on:
1) basic – obligatory to realization, with established by KPI included in CityScore-Kazakhstan in calculation;
2) additional – recommended, directed to the solution of specific requirements. Points: +5 (regional specifics), +3 (AI decisions), +2 (standard decisions).
The initiatives offered MIO taking into account regional specifics, level of infrastructure development and resource availability belong to additional initiatives and are considered according to the procedure, provided by this Technique.
The accounting treatment for points and their influence on final assessment are determined by Items 2.2 and 2.3 of appendix 5 to this Technique.
Reference to "regional specifics" - in case of compliance to priorities of Item 23 of this technique; to "AI decisions" - with functionality of levels 1-3 scales of AI maturity (the table 3 appendices 5); others - standard.
One is applied to one initiative (the greatest on points) category. Points are appropriated by authorized body during annual assessment based on the evidential materials loaded via the SDR module (functionality 2.17 appendices 3).
11. Implementation of basic initiatives is performed step by step (according to Technique Item 30):
1) the First stage (2026 – on December 31, 2027) – creation and implementation of obligatory basic functionality of all basic initiatives, including the Situational center, SDR, EKTs 109, transport systems, safety, digitalization of maslikhats, basic contour of digitalization of housing and public utilities and integration with SDR and SDU;
